Procedure

Apply In-Person:

1. To Apply for a Licence to Provide a Payment Service or Operate a Payment System, the applicant must visit the Reserve Bank of Fiji contact link
2. Application form for this procedure is available in the following form link
3. The application form must be downloaded, print, and fill it up with all the necessary information in it.
4. The applicant must carry both photocopies and originals of all the documents that are mentioned under the “Required Documents” section of this page.
5. The documents must be attached with the application form and has to be submitted at the office.
6. The fee for this procedure has to be paid along with the submission of application form as per the authority’s request.
7. Once the process is done, the concerned authority will mention about the processing time for getting the licence.
8. Once the licence is processed, the applicant will get a notification via SMS or E-mail regarding the availability of the licence.
9. The applicant can visit the office to get their licence during the mentioned time and collect their licence.
10. If there is no information or notification provided by the authorities, the applicant can visit the office to know the status of their application.

Required Documents

• Certificate of Incorporation
• Memorandum and Articles of Association
• Business Plan including the approx. Budget for the first 3 financial years
• Evidence that the payment service provider and operator each holds the initial capital as determined by the Reserve Bank of Fiji
• Terms and Conditions that will apply to the customers, agents, and cash merchants
• A Current Tax Compliance Certificate
• Current credit rating report from a credit reference bureau
• A Letter of No Objection from the home regulatory authority

For a Payment Service Provider:

• Certified copy of a current licence from the relevant authority in Fiji
• In case of an e-money issuer, a certified copy of the management agreement where a custodial trust relationship exists with the payment service provider
