Procedure

Apply In-Person:

1. Application form for obtaining liquor license is available in Food, Medicine and Health Care Administration and Control Authority of Ethiopia contact link
2. Applicant must fill-in all the necessary details in the application form.
3. Applicant must make sure to carry documents that are listed under the “Required Documents” section of this page (Both photocopies and originals).
4. Applicant must attach the photocopies of the documents (whichever is necessary) along with the application form.
5. Fee must be paid as per the request of the authority.
6. Please follow any other instructions as instructed by the authority.
7. If all the procedures are followed properly, applicant can get the license within 30 days.
8. If the applicant didn’t get the license within a month, then they can visit the office to know the details on their application.

Required Documents

• A completed application Form and application fee.
• Copy of Certificate of Incorporation for a company or registration certificate in case of individuals or partnership applicant.
• Certified copies of Forms and copies of share certificates of the company directors and shareholders.
• Proof of availability of business premises (written undertaking lease in lieu of agreement or title deed).
• Proof of advertisement in Ethiopia Government Gazette, and bring a stamped copy of receipt according to Regulation 3 (2) of the Liquor Act, 1999.
• The Control Authority shall not consider an application for a license where both the first and second notice of the application was not published for at least 21 days, in accordance with Liquor Act.
• Certified copies of valid ID for citizens and passport for non-citizen directors and shareholders.
• Certified copies of valid work and residence permit for non-citizen managers.
• A covering letter explaining how the business would operate and provide itemized list of goods and services.
• Satisfactory Physical Planners report for zoning of the plot.
• Satisfactorily Environmental Health report for the business premises from Federal State Council Health Inspectors.

The Liquor Act has reserved the following businesses for citizens of Ethiopia:

• Bars
• Bottled liquor store
• Liquor depot
• Discotheque/night club

Valid for 5 years.

Liquor Control Authorities

• They issue licenses for intoxicating liquors. The Authorities meet on a bi- monthly basis to consider liquor licenses.
• Under the provisions of the Government of Ethiopia Act on the Food and Related Products (Registration) Act and the accompanying Guidelines, no food item may be imported, manufactured, advertised, sold or distributed in Ethiopia unless it has been registered by The Ethiopian Food, Medicine and Health Care Administration and Control Authority (FMHACA).
• No person shall keep for sale, offer for sale or sell liquor except under the authority of a license or permit to sell liquor or under the authority of a manufacturer’s license.
• No person shall canvass for, receive or solicit orders for the sale of liquor unless the person is the holder of a license or permit to sell liquor or unless the person is the holder of a license to represent a manufacturer.

Need for the Document

• There are virtually no restrictions on the sale or consumption of alcohol in Ethiopia, according to the World Health Organization. You need no license to make it, no license to sell it, and you can drink it almost anywhere and anytime. You can advertise it freely, too, although the government does restrict ads for spirits but not wine and beer on TV and radio.
• However Ethiopian consumers are shifting towards western food types and consumption patterns. This shift is being driven by changing demographics including greater urbanization, more women working outside the home, the changing lifestyles of the large youth population, a growing middle-class and rising incomes.
• Wine, including sparkling wine, alcoholic spirit beverages & liquors (excluding beer) are included among the best prospects for consumer-oriented exports to Ethiopia.
• The Ethiopian Food, Medicine and Health Care Administration and Control Authority (FMHACA) is the Government of Ethiopian's (GOE) regulatory body responsible for the regulation and control of food product manufacturing, importation, exportation, advertisement, sale and distribution in Ethiopia.
