1.) Applicants for a right to drive shall pass no sooner than six months before the start of the driving instruction a medical examination.
2.) Once the student has completed his/her training course at driving school, he/she must go to the any regional testing center and pass theory and practical driving test.

3.) When both tests are successfully passed, Estonian driving licence will be issued (for two years) to the person.
4.) If a novice driver who holds a provisional driving licence (issued for two years) has acquired the necessary skills and completed the II phase training and has not been punished in the last 12 months for a violation of traffic rules, he shall be issued a driving license (for 10 years).

1.) to pay state fee (fee for the theory and practical driving test and driving licence
2.) digital photo must be taken and your digital signature must be given
3.) your driving school certificate and medical certificate must be checked by the representative of customer service.
In case your data is available in the Traffic Register (sent electronically to testing center by driving school) then you are not requested to submit your driving school certificate. You will be informed about this at the testing center.
4.) For those who booked online, your identity document (ID card or passport)
- The following documents are requested to be submitted for the application of driving licence
1.) Identity document (e.g: ID card or passport);
2.) Medical certificate (only if the data of your medical certificate is not available in the Traffic Register);
3.) Digital photo and signature. Digital signature is given at the moment while your application of driving licence is formalized;
4.) Previously issued document certifying the right to drive (e.g: limited right to drive, driving licence issued in foreign state).
The applicant of right to drive must confirm the accuracy of information with his/her signature on the application of his/her driving licence.

Right to drive a power-driven vehicle is granted to a person:
1.) Whose permanent residence is in Estonia;
- permanent residence is a place where a person usually lives at least 185 days during every calendar year because of personal relations or work. Permanent residence is attested by the data from the population register.
2.) Whose age and state of health comply with the requirements;
3.) Who has obtained the qualification of a driver of a power-driven vehicle.

Estonian Road Administration is an authority in Estonia that organizes theory and practical driving tests, approves examination results and grants the right to drive a power-driven vehicle
In order to obtain the qualification of a driver of a power-driven vehicle, the applicant for the right to drive must pass:
1.) The preparation at driving school;

2.) First-aid training;
3.) Successfully a theory and practical driving test at the regional testing center of Estonian Road Administration.
Estonian Road Administration has 17 regional testing centers in Estonia:
- 3 in North (Tallinn, Saue and Rapla)
- 5 in South (Tartu, Valga, Vru, Plva and Jgeva)
- 4 in East (Jhvi, Rakvere, Paide and Narva)
- 5 in West (Prnu, Viljandi, Kuressaare, Haapsalu and Krdla)
Candidate is free to choose any regional testing center in order to perform his/her theory or practical driving test. Only category C, CE and D practical driving tests are not possible to perform in Jgeva, Plva, Valga and Krdla testing centre. In that case you can perform your driving test in the testing center that is in the neighborhood to the Jgeva, Plva, Valga and Krdla testing centre (e.g: Tartu, Vru or Haapsalu).
