ProcedureEdit

  1. You apply for a refugee's travel document in person of by post.
  2. In Person: To apply in person, go to a service office (see addresses below). Submit documents required for applying for refugee’s travel document. The official will fill in the application questionnaire on the spot (no need to fill it in advance) and will collect your fingerprints after.
  3. By Post: Send your application (form can be downloaded below - see 'Documents to Use' section) for a refugee’s travel document and the required documents and copies of the original documents to the address:

  4. You may pay the fee through:
    1. bank transfer;
    2. Service Offices. The state fee can be paid in cash, by bankcard or by bank transfer through online bank, using the client computer at the Service Office. All most common debit and credit cards are accepted. American Express payment cards are not accepted.
  5. The document will be issued to the applicant personally or to an authorised representative specified by the applicant upon the application for the document at a service office through the service office or foreign mission of the Republic of Estonia indicated in an application form within 30 days after acceptance of the application for processing.

Note: The document photo can be taken free of charge in all service points.
  • Document confirming payment of state fee
  • Additional documents:
    • if you have moderate, severe or profound disability and favourable conditions of paying the state fee apply to you, please submit the document certifying the disability (for example, medial expert decision, pension certificate)
    • if you have changed your personal data (for example, name) in a foreign country and changed personal data are not entered to the Estonian population register, please submit document proving change of personal data (for example, marriage certificate)


When you pick up your document please bring the following:

  • On receipt of a document: previously issued valid document of the same type
  • Authorised representative:
    • your valid identity document issued in Estonia
    • valid document of the same type, issued to the applicant, if such document exists

Processing TimeEdit

You or your authorized representative (the one you specified on your application) may pick up your document at a service office foreign mission of the Republic of Estonia indicated in an application form within 30 days after acceptance of the application for processing.

A refugee's travel document applied for in expedited procedure will be issued within 2 working days (counting starts from working day following the day of submission of the application) to an applicant in person or to an authorised representative assigned by an applicant at the time of applying for the document in Tallinn Service Offices only.
