ProcedureEdit

  • The announcement of establishing a new Krishi Vigyan Kendra (KVK) in the approved district will be displayed on the Agricultural Technology Application Research Institute (ATARI) website and also through wide publicity by other applicable means.

Apply In-Person:

  1. An applicant desirous of establishing a new Krishi Vigyan Kendra (KVK) shall make an application to the respective office of the concerned “Director, Agricultural Technology Application Research Institute (ATARI)”.
  2. Please refer our “Office Locations & Contacts” section for contact details.
  3. Applicants are advised to call up the contact number provided in the page to know, whether the application can be accepted in person or by post.
  4. To apply in person, go to the respective office and obtain the application form to apply, or write on a plain A4 sheet as advised.
  5. Link to download the application form: link please refer to page number 5.
  6. Please complete the application form. A non-refundable application fee of Rs.25000 (Rupees twenty-five thousand only) in the form of demand draft to be drawn in favour of concerned Director, ATARI is to be accompanied by the application form. Attach the required documents as per the “Required Documents” section of this page and submit it to the designated receiving authority in person.
  7. If the application is accepted by post, then use the contact address as per the link provided above for the concerned directorate or use the contact address provided under the announcements. Please post the application as stated above in an envelope affixed with the required stamp.
  8. On accepting the application, the authority or the clerk will check the application details and documents.
  9. If all are in place, the application will be accepted and an acknowledgement slip with a serial number will be issued. Please keep it safe for the future reference. The applicant shall refer to the “Fees” section of this page for more details.
  10. The application made through post will receive an acknowledgement by post.
  11. ”SMS” triggered update on application status will be sent to the applicant’s mobile. Please keep track of the notification.
  12. The applications will be scrutinized by the concerned “ATARI” as per the criteria of establishment of “KVK”.
  13. The application will be forwarded to the respective “Site Selection Committee (SSC)” for further consideration.
  14. On a scheduled date, the “Site Selection Committee” will visit the proposed sites in the districts for establishment of “KVK” and recommend in favour of a suitable site.
  15. While recommending the site out of various proposals of the applicant organizations, the SSC will take into consideration the Land requirement and Suitability of the host organization.
  16. The SSC will also consider, the suitability of the site based on the land, title, location, access to electricity, irrigation of water, infrastructure, viability of the organization and capacity to provide technological backstopping, commitment of the organization to run the “KVK” according to the principles and guidelines of “ICAR”.
  17. Once the “SSC” completes its verification and inspection process, the “SSC” will recommend a host organization for the grant. The respective host organization shall follow the notification and guidelines of the respective department for further processing.
  18. On the basis of “SSC” recommendation, the ICAR and the host organization shall enter into a Memorandum of Understanding (MoU)/Agreement.
  19. Three copies of MoU/agreement duly signed by the head of the host organization should be submitted to “ICAR” through “ATARI”.
  20. In case of an NGO is being considered for granting of a “KVK”, an Indemnity Bond duly executed by the President/Chairperson and the Secretary of the “NGO” is required. Also, the land of the selected site has to be mortgaged in favour of “ICAR” for sanctioning of “KVK”.
  21. Once the above said formalities are fulfilled and the necessary documents are submitted, the orders conveying sanction of the competent authority regarding the establishment of “KVK” shall be issued along with the staffing pattern, AUC format, budgetary allocation, terms and conditions for grants, and a copy of MOU/Agreement as per deliverable norms.
  22. The whole process can take up to one year.
  23. The order may be hand-delivered or sent to the address of the host organization.


Note:
  • The agreement is to be signed between “ICAR” and “NGO/DU” under “NGO”, whereas MoU is to be signed between “ICAR” and Government organizations like “SAU/CAU/CU/DU/State department/PSU” etc.
  • The formats of agreement / MoU will be made available by the Agricultural Extension Division to the concerned Host Organization once the site is finalized for establishing a new “KVK”.

Documents to be submitted in support of proposals will be as under:

  • For SAUs/CAU/CU with Agriculture Faculty/DU (Agriculture)/State Departments/PSU/ICAR Institutes
    • Executive Order from the competent authority for allocation of land wherein the organizational ownership and possession of the proposed land duly supported by sketch map, survey numbers and clear title.
    • The consent from competent authority of the state government for transfer of proposed land, supported by sketch map and survey numbers.


  • For NGO’s, following are the certificates required from the district revenue authority showing that…
    • The proposed land is owned or held in the name of the organization
    • The land should be contiguous and free from all encumbrances, attachments and litigation
    • The organization has clear and marketable title to the land/property


  • Land records including registered conveyance/sale deeds and other related documents (in case the documents are in regional language, a translated copy in English duly attested by a Gazetted Officer/Notary)
  • An undertaking from the organization expressing willingness to mortgage the land in favour of “ICAR” and execute an indemnity bond in case a decision is taken by the competent authority in “ICAR” to sanction the “KVK” to the said organization.
  • Valid registration certificate of the organization.
  • Three years audited utilization certificate of the organization.
  • The latest annual progress report of the organization.
  • The proof that the organization has been working in the concerned district for a minimum period of five years in the area of agriculture and allied enterprises.


  • Willingness of the host organization to share its resources for growth and effective functioning of the KVK.
  • Willingness and commitment to run the KVK strictly in terms of objectives of ICAR as enunciated in rules and bye-laws of ICAR Society.
  • Aadhaar card of the respective individual or the directors of the host organization
  • Self-addressed envelope cover with stamp affixed for the advised amount

EligibilityEdit

  • The member or the individual or the directors of the host organization must be Indian citizens.
  • The age limit of the member or the individual or the directors of the host organization must be 18 years and above.
  • The SAUs/CAU/CU/DU/State Departments/PSU/ICAR Institutes/Other Educational Institutions/NGOs working in the field of agriculture are eligible to submit the proposals for a “KVK”.
  • If the host organization is a NGO, it should fulfil the following requirements:
    • Minimum five years of experience of working in the districts in the field of agriculture, rural development and/or natural resource management with appropriate governance structure and proven record of financial viability supported by valid documents.


Following are the land requirement for establishment of a KVK :

  • The land requirement for establishment of a “KVK” is about 20 ha.
  • The location of the proposed site should be as far as possible in the centre of the district and easily accessible.
  • The land should be contiguous and free from encumbrances, litigation and attachments.
  • The ownership of land should be in the name of the organization.
  • The location should have educational, medical and other civic amenities nearby.
  • The land should be cultivable and should have easy access to electricity and water for irrigation.


FeesEdit

  • A non-refundable application fee of Rs.25000 (rupees twenty-five thousand only) in the form of demand draft to be drawn in favour of concerned Director, “ATARI”.
  • Fee information and other charges can be obtained directly from the department office while applying.


ValidityEdit

The “KVK” registration is valid as per the period mentioned on the MOU/agreement or as per the time period for which the registration is sanctioned.

InstructionsEdit

  • Grant should be utilized by the host organization exclusively for the intended purpose of the KVK Scheme on items for which it is sanctioned by the ICAR.
  • The KVK shall be responsible for doing mandated work and thereby significantly contribute towards agricultural production in the district/area of operation.
  • Incomplete application will be rejected.
  • Do not submit fake documents as a proof to get registered.
  • Avoid spelling mistakes while filling the application form.

Need for the DocumentEdit

  • KVK, is an integral part of the National Agricultural Research System (NARS), aims at assessment of location specific technology modules in agriculture and allied enterprises, through technology assessment, refinement and demonstrations.
  • The procedure explained in this page will be helpful for a prospective host institution to apply for KVK licence.

  • The mandate of KVK is technology assessment and demonstration for its application and capacity development. To implement the mandate effectively, the following activities are envisaged for each KVK.
    • On-farm testing to assess the location specificity of agricultural technologies under various farming systems.
    • Frontline demonstrations to establish production potential of technologies on the farmers’ fields.
    • Capacity development of farmers and extension personnel to update their knowledge and skills on modern agricultural technologies.
    • To work as Knowledge and Resource Centre of agricultural technologies for supporting initiatives of public, private and voluntary sector in improving the agricultural economy of the district.
    • Provide farm advisories using ICT and other media means on varied subjects of interest to farmers
    • In addition, KVKs produce quality technological products (seed, planting material, bio-agents, livestock) and make it available to farmers, organize frontline extension activities, identify and document selected farm innovations and converge with on-going schemes and programs within the mandate of KVK.
