Procedure

Here are the steps how you can obtain a Bunker Certificate.

1. To obtain a certificate click this - Form. The link will show the application form which you can complete online.
2. The form requires applicants to upload a statement (Blue Card) from the insurance company.
3. The Danish Maritime Authority will forward an invoice of DKK 50 in payment of the direct costs related to the issuance of the Bunker Certificate.
4. Arrange payment and wait for the release of your certificate.

Required Documents

The Blue Card should be addressed to the Danish Maritime Authority. It must state that the ship has taken out insurance or been provided with a guarantee covering liability as stated under the Bunkers Convention and within the liability limit stipulated in section 175 of the Danish Merchant Shipping Act. Furthermore, it must be stated that the insurance company or the guarantor confirms, that the insurance or the guarantee covers the said liability and, in the case of a guarantee, the content of this guarantee. The declaration must also contain the above-mentioned information about the ship.

Blue Cards issued by insurers from the International Group of P & I Clubs are directly applicable for the purpose. Blue Cards from other insurers are applicable, once the insures have been approved by the Danish Maritime Authority.

Eligibility

Bunker Certificates are required for to the following:

• All ships registered in Denmark with a gross tonnage of or above 1000, irrespective of their type;
• All foreign ships with a gross tonnage of or above 1000 calling at a Danish port or another place of loading or unloading in Denmark or on the Danish continental shelf; and
• All foreign ships intending to operate permanently in Danish territorial waters.

Validity

Bunker certificates are issued for a specific period of time, but not longer than the validity of the insurance or other financial security

For ships registered in a State that is not a Party to the International Convention on Civil Liability for Bunker Oil Pollution Damage, their certificate is valid for no more than three months. For ships operating permanently in Danish territorial waters, the certificate are issued with a longer period of validity, however not longer than the validity of the insurance or financial security.

Instructions

A new order on insurance certificates in connection with damages caused by bunker oil became effective 20 August 2008. The new order was the result of Denmark’s ratification of the Bunkers Convention. The Bunkers Convention introduces requirements for insurance against bunker damage. The Convention entered into force internationally on 21 November 2008.

The following are required to have a Bunker Certificate:

1. All ships registered in Denmark with a gross tonnage of or above 1000, irrespective of their type;
2. All foreign ships with a gross tonnage of or above 1000 calling at a Danish port or another place of loading or unloading in Denmark or on the Danish continental shelf; and
3. All foreign ships intending to operate permanently in Danish territorial waters.

For ships registered in Denmark (item number 1 above) applications for insurance certificates must be submitted to the Danish Maritime Authority. You will need to submit your application in advance of the expiry of the insurance. The expiry date of most insurances is once a year on 20 February.
For new ships admitted to the Danish register outside the general certificate renewal period, applications must also be submitted well in advance of the ship’s intended departure.
Ships registered in Denmark covered by the insurance requirement must not proceed to sea without having a valid certificate on board.

Foreign ships under item 2 - foreign ships calling at a Danish port - or another place of loading or unloading in Denmark or on the Danish continental shelf must have a valid certificate on board.
The Danish Maritime Authority can issue a certificate with a 3 month validity. If calls are made at Danish ports beyond the three month period, a new application must be submitted against a fee.

Foreign ships intending to operate permanently in Danish territorial waters (item number 3) - must be issued with a certificate for the entire insurance period, maximum of one year.

For the foreign ships mentioned under items 2 and 3, applications for bunker certificates must be submitted to the Danish Maritime Authority if the flag State of the ship has not acceded to the Bunkers Convention.

Foreign ships under items 2 and 3 not issued with a valid bunker certificate will be detained.
