ProcedureEdit

Apply In Person:

  1. To apply for a Grade I Nursery school (Pre-School) License shall be made to the Social and Community Development (S&CD) Department at the district councils offices. District Councils Contact Details
  2. Application shall be made using a prescribed application form, issued freely at the Community Development (S&CD) Department.
  3. Upon obtaining the appropriate application form, the applicant should legibly complete the form, attach all relevant supporting documentation as listed under the “Required Documents” section of this page and submit the complete application file in triplates (4 copies) to the S&CD office where the proposed school shall be situated. Any omission of the required information or documents will render the application process incomplete.
  4. Upon receipt of the application, the S&CD officers will check for discrepancies or ineligibility in the application documents. If a discrepancy that cannot be immediately corrected exists in any of the documents, the application and all the submitted documents will be returned to the applicant and should not be re-submitted until the discrepancy has been rectified/corrected.
  5. If the S&CD officer is satisfied that all the requirements have been met for the application for the license, then the application is registered for processing and consideration.
  6. This is followed by the applicant booking an appointment for an inspection with the following departments; Fire Department, Home Economist Department and Health Department, which shall then be carried out by inspector and Physical planners at the District Council office. The time required for the physical planner and health inspectors to inspect and issue reports can vary from one day to 1–3 weeks.
  7. The Management of the school should see to it that booking of inspections with various departments is done well in time to ease the process of licensing.
  8. If the inspector/planner is satisfied with the finding will complete the reports and the client will be issued with an original certified copy of the environmental health report and a zoning report from the physical planner for the business premises in question.
  9. If any modification or upgrading is required, the Corrective Action and Preventive Action Report (CAPA) report will be issued and the client will be required to rectify the problem.
  10. Upon successful implementation of the CAPA, a follow-up inspection may be conducted by the fire safety inspector/ health inspector/ physical planner to ascertain the effectiveness of the implementation (where applicable).
  11. Upon obtain the safety inspector/ health inspector/ physical planner approval report the applicant is required to submit a complete application file to each of the from Authority for considerartion and processing i.e Local authority Sub- Committee, Committee and S&CD Services Committee.
  12. The local education authority (Sub- Committee, Committee and S&CD Services Committee) shall forward its recommendation/views in regards to the application to the S&CD officer incharge for finial decision making.
  13. On receipt of any application file, the S&CD officer shall cause notice of the application to be published in the Gazette, and shall in such notice call upon, any person or body of persons, who may wish to object to the application to lodge in writing with him and with the applicant, a statement as to the grounds of the objection, within six weeks of the publication of the notice.
  14. After consideration of any objection if file, the S&CD officer incharge will further assess the application file and the local authority recommendations and will only consider the registration of the school, if he/she is satisfied that;
    • The teaching and accommodation are or will be adequate to the class of school it purports to be;
    • the physical health and moral welfare of the pupils will be adequately provided for; and
    • The school will not be managed in a manner prejudicial to law and order.
  15. If the S&CD officer incharge is certified that all the conditions as set for the application are meet, the pre-school will be registered and the registration certificate will be signed and stamped by the Permanent Secretary/minister and made available for withdrawal by the applicant against his/her identification document and the acknowledgment receipt/applicant retain application form at the Local Education Authority office.


Appeals to Minister:

  • Any person aggrieved by a decision of the Community Development (S&CD) Department not to register a Pre-School may appeal to the Permanent Secretary, Minister of Basic Education
  • The Minister may confirm or vary such a decision. Any decision of the Minister shall be final and shall not be questioned in any court
