Apply In-Person

  1. The application to obtain a Public Service Vehicle (PSV) License shall be made to the Department of Road Transport and Safety (DRTS) Offices - Permit issuing offices. DRTS Office
  2. Applicants are required to collect and complete the Road transport permit application form, obtainable at any of the DRTS offices or download it directly using this Link DRTS Road Transport Permit Application form]
    Note: additional information may be given on a separate sheet of paper if there is insufficient room on the application form.
  3. The duly completed form, attached to the supporting documents as mentioned under the “Required Documents” section of this page, should be submitted to any of the DRTS permit-issuing offices, for consideration. Any omission of the required information or documents will render the application process incomplete.
  4. Upon receipt of the application, the DRTS Licensing & Registration officers will check for discrepancies or ineligibility in the application documents. If a discrepancy that cannot be immediately corrected exists in any of the documents, the application and all the submitted documents will be returned to the applicant and should not be re-submitted until the discrepancy has been rectified/corrected.
  5. If the Licensing officer is satisfied that all the requirements have been met for the application for the license, then the application is registered for processing and consideration.
  6. Applicants will be required to pay a non-refundable application fee of BWP 310.00. Pay the applicable fees as per the authority's preferable mode of payment, and present the proof of payment to be verified by the licensing officer.
  7. Applicants will be booked for a hearing with the Transport advisory board and issued with an acknowledgment slip containing details of the hearing and for inquiry referencing if the need arises.
  8. Applicants are required to avail themselves in person during the hearing. It is at this point that the decision would be made by the Transport advisory board, if the application request is to be approved for processing or not.
  9. If approved, then the applicant must then book, a vehicle inspection with the DRTS Transport Inspection Department. The vehicle should then be present at the DRTS inspection site on the scheduled date/time for the inspection; if the inspection is failed, then the applicants must comply with Inspector's instructions to rectify any vehicle issues that may have caused the failure and re-apply for the inspection.
  10. Applicants whose vehicles pass the inspection are issued inspection certificates.
  11. Submit the inspection certificates attached to the supporting documentation to the DRTS Licensing & Registration officers for processing.
  12. If all regulatory requirements for approval of the license are satisfactorily met, then the licensing officer shall prepare and issue to the applicant the License that shall be valid for a specific period and shall indicate the approval scope and limitation.
  13. While collecting the license, the applicant will be required to pay the prescribed license fee as mentioned on the “Fees” section of this page.
  14. The processing time accumulatively during different stages is thirty-nine (39) working days.

  • Copy of the vehicle's registration document (blue book) or otherwise prove of financial ability.
  • Copy of vehicle's valid Roadworthiness Certificate (at the point of certificate collection).
  • Vehicle Inspection Certificate (only if the permit application is approved by the board).
  • Copy of Certificate of Incorporation (companies).
  • Copy of one director's Valid National identity card (companies).
  • Copy of Shareholder's Certificates (companies).
