Procedure

Apply In-Person:

1. The Ministry of Labour and home affair, Department of Labour, and Social Security Office is responsible for issuing the recruiter license. Ministry Contact Details
2. Collect and submit the completed Recruiter’s Licence application form along with the supporting documents as mentioned under the “Required Documents” section below to the attending official at the nearest District/Regional Labour Office.
3. The official will then verify that all the necessary information and documents have been provided and that the applications comply with the selection criteria, the applicants will then be issued with an acknowledgment receipt.
4. The application file will then be forwarded to the Labour Commissioner for assessment, processing, and consideration, which is within 7 working days.
5. Applicants will be notified of the outcome of their application by way of mail, SMS, or phone call.
6. If the recruiter license is approved, the license will be made available for withdrawal by the applicant at the District/Regional Labour Office where the application was filed, upon payment of applicable license fees and against the applicant identification document and acknowledgment slip.
7. The recruiter's license shall be subject to such conditions as the Commissioner see fit or subject to any general or special directions as may be given by the Minister of labour
8. Any applicant for a recruiter's license, who is aggrieved by any decision of the Commissioner to refuse to issue the license or to specify any condition therein may appeal against that decision to the Minister in writing and shall be delivered to the Minister not later than 30 days immediately after the day, on which the decision complained of was communicated to the applicant.

Fees

The following fees are applicable;

• BWP20.00 fee for Recruiter’s license Type A
• BWP100.00 for Recruiter’s license Type B

Validity

• The license is valid for one year unless cancelled or suspended by the legal Authority.

IMPORTANT NOTES
The recruiter's license shall be subject to such conditions as the Commissioner may, subject to any general or special directions he may be given by the Minister, think fit to specify therein and, without prejudice to the generality of the foregoing, the Commissioner may, for the purpose of safeguarding the population of any area likely to be adversely affected by the withdrawal of adult males therefrom following their recruitment under the license or for any other good and sufficient reason, specify in the license conditions as to any of the matters following.

• The restriction of the number of adult males which may be recruited under the license in any area;
• The closing of any area to recruitment under the license;
• The employment of persons recruited under the license in a particular area within a specified area only.
