Apply In Person

  1. An operator shall not engage in Commerical Air transport Operations Services unless that operator holds a valid Air Operator Certificate (AOC) issued by the Civil Aviation Authority Of Botswana (CAAB) in accordance with the Civil Aviation (Air Operator Certification and Administration) Regulations.   2. The application shall be made in writing using a prescribed Application Prospective Operator Pre-Assessment Statement (POPS) Form, this form provides the CAAB advance notice of the applicant’s intentions. Copies of this form are available at the CAAB offices.
  3. Upon obtaining the application form, the applicant should legibly complete the form, and submit the complete POPS Form to the CAAB head office, Air Transport Department office for consideration at least ninety (90) days before he would like to begin commercial air transport flights using the new aircraft type.
  4. Where the applicant needs help with completing the form, he should schedule an informal meeting with the CAAB for assistance in its completion, alternative, the applicant should refer to CAAB-AOC-AP 001, Advisory Pamphlet Air Operator Certification obtainable at the CAAB office for specific instructions for the completion of the POPS Form.
  5. The application shall be accompanied by an application fee of BWP 5,500.00. All payments should be deposited to the CAAB Bank Account. Please refer to the “Fees” section of this page for more information.
  6. After the CAAB-FSD inspectors have reviewed the applicant’s POPS form, they contact him to schedule a meeting. This meeting is to personally brief the applicant and any other persons of his choice about the certification process and requirements.
  7. The CAAB will advise the applicant on how to make a formal application, including which documents, contracts, and proposed records must be provided. The CAAB will discuss the timelines that will be associated with the certification.
  8. In processing the documentation received the applicant shall be subjected to the five-phase certification process that entails/involves:-
    • Pre-application phase
    • The Formal Application Phase
    • The Document Evaluation Phase
    • Operational demonstration and inspection phase
    • The Certification Phase
  9. The Authority shall, before issuing an ANSP certificate, be satisfied that:—
    • Sufficient personnel with the required experience for the type of operations requested.
    • Airworthy aircraft, suitable for the type of operations requested.
    • Acceptable systems for the training of crew and the operation of the aircraft (Operations Manual).
    • A quality system to ensure that all applicable regulations are followed,
    • The appointment of key accountable staff, who are responsible for specific safety-critical functions such as training, maintenance, and operations.
    • Carriers Liability Insurance (for Airlines) - Operators are to have sufficient insurance to cover the injury or death of any passenger carried.
    • Proof that the operator has sufficient finances to fund the operation.
    • The operator has sufficient ground infrastructure, or arrangements for the supply of sufficient infrastructure, to support its operations into the aerodromes requested.
  10. The issue and continued validity of an Air Operation Certificate (AOC) by the Authority shall be dependent upon the operator demonstrating an adequate organization, method of control and supervision of flight operations, training program as well as ground handling and maintenance arrangements consistent with the nature and extent of the operations specified.
  11. The Authority may refuse to issue an AOC certificate to an applicant if it finds that the applicant does not comply or meet the requirements of the Civil Aviation Act and the Civil Aviation (Licensing of Air Services) Regulations.
  12. while collecting the certificate the applicant will be required to present proof of payment of the grant of the certificate as mentioned on the CAAB fees schedule.

EligibilityEdit

  • A person that desires to engage in Commerical Air transport Operations Services in Botswana is eligible to apply.
  • The applicant for Agricultural Air Operator Certificate (AAOC) shall show that he or she has satisfactory knowledge and skill of the following agricultural aircraft operations knowledge—
    • Steps to be taken before starting operations, including a survey of the area to be worked.
    • Safe handling of economic poisons and the proper disposal of used containers for those poisons.
    • The general effects of economic poisons and agricultural chemicals on plants, animals, and persons and the precautions to be observed in using poisons and chemicals.
    • Primary symptoms of poisoning of persons from economic poisons, the appropriate emergency measures to be taken, and the location of poison control centers.
    • Performance capabilities and operating limitations of the aircraft to be used.
    • Safe flight and application procedures.
  • A private AAOC applicant shall be eligible if
    • A holder of a current Botswana private pilot Licence (PPL), commercial pilot Licence (CPL), or airline transport pilot Licence (ATPL).
    • be properly rated for the aircraft to be used.
    • not conduct operations for hire or reward.
  • A commercial AAOC applicant shall— Certification requirement
    • Have available the services of at least one pilot who holds a current CPL or ATPL issued by the Authority and who is properly rated for the aircraft to be used.
    • Possess an air service Licence issued under the Civil Aviation (Licensing of Air Services) Regulations.
    • The applicant for a private or commercial agricultural air operator certificate shall have one or more certified and airworthy aircraft, equipped for agricultural operation.

  • The validity of the Air Operation Certificate shall be mentioned on the certificate and shall remain valid for that specified period unless suspended, revoked, or canceled by the Authority.
  • The Air Operation certificate should be renewed at least sixty (60) days before the expiration of the current certificate.
