How to Apply
Establishment of the Transit order
- You (exporter) start by contacting an approved broker to complete the customs formalities. You can physically present yourself at the agent's office or send him remotely (mail, telephone) the information/documents necessary for the exportation procedure i.e. (commercial invoice for the goods and packing list) {view the contact details of certified broker via this link} Link
- The broker will then prepare a quotation base on the costs to be paid to all the structures/agencies that will intervene during the exportation processing for the goods to their destination, including the costs of the commission agent) basis on the information you {exporter} provide and issue the you a quotation slip and prepare an air waybill.
- If you accept the broker’s services, you will be required to pay for the broker fees either in cash or by check or by Bank transfer within one day, upon making payment, you will be issued with a transit order at the broker offices against {IFU registration certificate of the company or importer card}.
Establishment of the customs declaration
- The authorized broker then heads to Benin Chamber of Commerce and Industry {CCIB} offices and purchase the customs declaration forms, which is made up of bundles 5 sheets that are sold in multiples of 100 sheets against the CCIB payment receipt.
- The broker then connects to the ASYCUDA system and enters the declaration of the goods {NOTE the declaration is made with an estimate of the weight of the goods which is often greater than its actual weight (to avoid post facto regularization)}, and obtain 5 copies of the import declaration documents for each of the following agencies i.e {accounting/declaration/customs/CCIB/carrier} and the bulletin.
- The broker then heads to the Airport Customs Recipe office, Inspector Liquidator unit and submit the {5 copies Export declaration file, commercial invoice of goods to the customs, bulletin, provisional air waybill} to the inspector’s officer who then checks it via the declaration in ASYCUDA system.
- He then affixes the liquidation number and his signature on the printed declaration presented by the authorized broker, signs the certificate of origin and returns the entire file to him.
- The broker then heads to the customs cash counter and present the {bulletin, liquidation export declaration (declaration/carrier copy)} cashier, who then checks whether the declaration sheets has a liquidation number, stamped, signed by the liquidator inspector and the amount entered on the liquidated declaration sheet is in accordance with the amount entered on the form and advices the broker to pay the required customs duties and issues back the entire file to the broker and the sealed bulletin.
- The broker then heads to the customs data entry clerk’s office and submit the sealed bulletin, to the data entry operator, who prints the receipt-customs duties in two copies, and issues one copy to the broker as a payment certificate; the second will be given to the inspector liquidator to act as a "good to embark".
- The authorized broker then takes the printed receipt- customs duties to the cashier counter, who affixes the cashier's stamp (validation of payment).
- The approved broker takes the sealed receipt and the air waybill to the customs inspector liquidator, who puts the mention 'good to embark' on the air waybill and issues it to the broker.
Obtain the certificate of origin/phytosanitary certificate/product expertise bulletin
- The Broker then heads to the Ministry of Industry and Commerce office, Trade and regulatory service department and submits {importer/exporter card, commercial invoice, Foreign exchange commitment} to the agent to be verified, the broker then pays for the printout of the certificate of origin form according to the destination certificate and fills it accordingly.
- He then returns the filled certificate form to the Trade and regulatory service office to be approved and signed by the agent in change.
- The broker then takes the goods to be weighted by an agent at the Aviation Handing Services {AHS} office, freight service department and obtain the weighting sheet. The goods are then put in the custody of AHS.
- The authorized broker then invites the agents of the following services {listed below} to do a joint inspection and obtain {acceptance form, phytosanitary certificate and product expertise bulletin} validated by the competent authority;
- Plant Protection and Phytosanitary Control Department: to check the sanitary aspect of the goods.
- Service for the Promotion of Quality and Packaging of Agricultural Products: for the control of the commercial quality of pineapples.
- The Benin Food Safety Agency (ABSSA): to carry out a second assessment of the controls carried out by the two previous services.
Loading of goods to the Airplane
- The broker then heads back to the Airport Customs Recipe, Deputy Chief Brigade office and submit the following documents {goods to embark, commercial invoice, provisional air waybill, validated certificate of origin} to the head of the brigade, who checks the file and issues the Good to embark document, which authorizes boarding of the consignment to the plane.
- The authorized broker brings the air waybill along with all the certificates and documents necessary for the goods to reach their destination to the Aviation Handing Service {AHS}, Freight service office to be filed. He {broker} then has the AHS acceptance agent sign a register in which he lists all the documents that have been filed.

Phytosanitary certificate
- The Directorate General of Foreign Trade and the port's phytosanitary control post, must carry out certain checks on the goods (in particular quality control) in order to be able to establish the phytosanitary certificate and the certificate of origin. These documents are given to the operator for the export of his merchandise.
Certificate of origin
- The certificate of origin, proving the origin of the goods, makes it possible to obtain certain advantages in certain countries, in particular at the customs level.
Transit order
- The transit order is the document which mandates the authorized broker to operate on behalf of the economic operator. It is the contract that binds the latter to the authorized broker
Expertise Bulletin
- The expertise bulletin certifies the commercial quality of the product (packaging, etc.).
Customs declaration
- Imported or exported products are subject to the duties and taxes listed in the Customs tariff. In this context, customs have set up a system called ASYCUDA WORLD to allow approved brokers to establish their declaration from their office before coming to carry out their liquidation and pay customs duties.
Loading the goods
- The goods are brought to AHS to be loaded on the plane while waiting for the customs brigade to give their approval for boarding.
