To apply for Tourist vehicle permit in Bihar the applicant has to approach the RTO office to which his area belongs to. Please follow our “Office Locations & Contacts” section of this page to get details of the RTO offices.
Make sure you have completed application Form xxii p.c.o. p.a.
Please make sure you have all the documents that are listed down the “Required Document” section of this page.
Application forms can also be obtained from the appropriate RTO offices that can be completed and presented with appropriate fees.
Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.
Important verification’s for the permit includes Vehicle condition, Body built, seating arrangements etc., will be carried by authorities.
After checking the vehicle for its correctness and other appropriate requirements the application will be processed further.

Apply Online:

To apply for tourist vehicle permit (Jeep/Omni/Car), the applicant has to visit the official portal of the Ministry of Road Transport & Highways: Link to Portal
In the homepage, please scroll down to “Informational Services” and click on the “more” button in the “Citizen Guide” tab.
The applicant will be taken to the “Manual” page where all the available services will be listed.
Please click on the name of the required service and click on “Step by Step procedure” from the drop down menu.
The applicant will be taken to a new PDF page where the process for applying will be explained clearly.
Please follow the steps to complete the application.

Apply through Centres:

To apply through centres, the applicant has to visit the respective “CSC” centre. Please tap on the following link to locate the centre according to the respective district: link.
Make sure to have the documents that are listed under the “Required Documents” section of this page.
An application form can be obtained through the kiosk operator upon visiting the centre.
The applicant has to fill in all the necessary information in the application form.
Submit the application form with ”Required Documents” to the office.
It is advised to take the documents in original to the kiosk for scanning purposes.
The operator will process the application online.
On successful submission, the applicant will receive an application number as acknowledgement.
This application will be processed internally. Once the verification is over, these officials will send relevant authorities to check the vehicle.
Once the authorities will check the tourist vehicle and documents, the status, viz. Approval or Rejection if any, will be conveyed to the applicant through an SMS.
If approved, the certificate will be hand delivered or sent through post to the address mentioned while applying or issued in a stipulated period of time.

Proof of payment of tax for the current quarter.
Insurance Certificate.
No object certificate from the financier if the vehicle concerned is covered by HPA / Lease / Hypothecation.

ValidityEdit

A tourist vehicle permit shall be valid for...

9 years in the case of a motor cab (passenger not exceeding 6 excluding driver)
8 years for vehicles other than a motor cab
In case of a vehicle covered by a tourist permit is proposed to be replaced by another vehicle, the new vehicle age should not be more than two years
The age of the vehicle is also considered to restrict the validity of the permit

NOTE: The period [9 years or 8 years] shall be computed from the date of initial registration of the motor vehicle.

Need for the DocumentEdit

As per Central Motor Vehicle Rules of 1989, Tourist Vehicle Permit is granted to owners whose vehicles are used for tourism purposes.
Tourist Vehicle Permit (Jeep/Omni/Car) is needed for a tourist vehicle operator for the vehicle to carry passengers on a rental basis from one place to another.
These motor vehicles are constructed or adapted to carry allowed number of passengers as per permit, but not more than the allowed number of passengers, excluding the driver for hire purpose
