Apply In-Person
- To apply for National Vehicle permit in Bihar the applicant has to approach the RTO office to which his area belongs to. Please follow our “Office Locations & Contacts” section of this page to get details of the RTO offices.
- Please make sure you have all the documents that are listed down the “Required Document” section of this page.
- Filled Applications
- Application forms can also be obtained from the appropriate RTO offices that can be completed and presented with appropriate fees.
- Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.
- Important verifications for the permit includes Vehicle condition, Body built arrangements etc... will be carried by authorities.
- After checking the vehicle for its correctness and other appropriate requirements the application will be processed further.
Apply Online
- To apply for national vehicle permit, the applicant has to visit the official portal of the Ministry of Road Transport & Highways: Link to Portal
- In the homepage, please scroll down to “Informational Services” and click on the “more” button in the “Citizen Guide” tab.
- The applicant will be taken to the “Manual” page where all the available services will be listed.
- Please click on the name of the required service and click on “Step by Step procedure” from the drop down menu.
- The applicant will be taken to a new PDF page where the process for applying will be explained clearly.
- Please follow the steps to complete the application.
Apply through Centres:
- To apply through centres, the applicant has to visit the respective “CSC” centre. Please tap on the following link to locate the centre according to the respective district: link.
- Make sure to have the documents that are listed under the “Required Documents” section of this page.
- An application form can be obtained through the kiosk operator upon visiting the centre.
- The applicant has to fill in all the necessary information in the application form.
- Submit the application form with ”Required Documents” to the office.
- It is advised to take the documents in original to the kiosk for scanning purposes.
- The operator will process the application online.
- On successful submission, the applicant will receive an application number as acknowledgement.
- This application will be processed internally. Once the verification is over, these officials will submit their report to the respective superior authority to decide the issue of the Certificate to the applicant.
- The status, viz. Approval or Rejection if any, will be conveyed to the applicant through an SMS.
- If approved, the certificate will be hand delivered or sent through post to the address mentioned while applying or issued in a stipulated period of time.

- Application for the grant of National Permit in FORM 48 :Form 48
- Form of application for grant of authorization for tourist permit or national permit Form – 46
- Registration Certificate of the vehicle.
- Fitness Certificate of the vehicle.
- Proof of payment of tax for the current quarter.
- Insurance Certificate.
- Payment of green tax wherever applicable.
- Affidavit Sworn by the applicant before an Executive (or) a First Class Judicial Magistrate (or) Notary Public
- Passport size photo-2
- No object certificate from the financier if the vehicle concerned is covered by HPA / Lease / Hypothecation.
- Pollution under control certificate
- Proof of Address (any one of the following to be produced)
- Ration Card
- Aadhaar Card
- Electoral Roll
- LIC Policy
- Passport
- Pay slip issued - Govt. Office (or) a Local Body

Need for the DocumentEdit
- As per the Section 66(1) of M.V.Act.1988 no owner of a motor vehicle shall use or permit the use of the vehicle as Transport Vehicle in any public place unless he obtains a permit from Regional or State Transport Authority. Issuance of National Road Permit is the subject of State Transport Authority only.
- The National Road Permit in respect of goods carriage to operate throughout the territory of India or in such contiguous States, not being less than four in number including the Home State in which the permit is issued

- Holder of the permit shall furnish to the Regional Transport Authority such periodical returns, statistics and other information as the State Government may, from time to time, prescribe.
- FC (for clearance) is a process meant for reviewing the condition of the vehicle by the RTO authorities
