Procedure

• Go to the driving license testing centre in the province where you obtained your permanent residence.
• Complete the Application for exchange of a driving license form at any driving license testing centre.
• You must submit the required documents.

The driving license testing centre will issue the driving license if it is satisfied that:

• you are the owner of the foreign driving license
• You will hand over your foreign driving license or driving permit when you receive your Azerbaijani license.
• You will not be required to undergo a driving license examination but an eye test will be conducted on site before the exchange is finalized.

Required Documents

• A personal identification document
• A valid health certificate of the driver
• An electronic photograph made in the traffic register bureau or a document photo and an electronic signature given in the bureau.
• The driving license to be exchanged issued in a foreign country.
• Proof of your residency entitlement

Eligibility

Your foreign driving license will be converted if:

• the license is valid
• translated into one of the official Azerbaijani languages
• the license is accompanied by a letter of validity obtained from the relevant embassy and a translation if the license is not in an official language of Azerbaijan
• the license has your photo and signature.

Instructions

• If you have been granted Azerbaijani permanent residence, you must convert your foreign driving license to an Azerbaijani after receiving your permanent residence permit.
• If you fail to convert your license, it will be regarded as invalid.
• You can also apply to convert your driving license to an Azerbaijani one if you hold a diplomatic permit but dont have a permanent residence permit.
• If your license is not in one of the official languages of Azerbaijan, you must get a letter of translation of the license by a competent authority.

Need for the Document

If you have a valid foreign driver license you can convert your license to an Azerbaijani license for the equivalent classes on your foreign license.

A valid foreign driver license means that your license must not be suspended, expired or revoked in the country of issue and must either be current or expired within the last 12 months.

Information which might help

At the Driver Licensing Office we will keep your original driving license and take copies of the other documents. Because you are only allowed to have one driving license, you will not get your original driving license back.

Others

Get an eye test done. This can be done at any hospital, clinic or optician. Give them 2 passport-sized photos and mention that it is for a driving license. Most opticians will not charge for the test, while there may be a small fee for others.

When being photographed you must not wear sunglasses, a hat, any head coverings or anything else that might obscure your face or prevent the photograph from being a good likeness. The only exception is if the item is worn for religious or medical reasons and, if so, you must supply a signed statement confirming this. However, the photo must still show the face from forehead to chin and be a good likeness.
