- The exporter issues a Proforma Invoice, which must be sent to the consignee in Angola
- The consignee must then send the document to an official Angolan customs agent/ broker so that a provisional DU may be presented to the Ministry (in paper and magnetic format) and file the exemption
- The broker declares the goods using the Documento nico (single document).
- When goods arrive at the port, they go through Pre-Shipment Inspection (if the goods exceed some stated value).
- After completing the pre-shipment inspection, the importer will be issued with a verification certificate, the Clean Report of Findings (CRF)
- The original of the CRF will be delivered to you (the importer) by the inspecting company in Luanda, in order for the goods to clear customs. If the final documents are missing or if there are differences between the application and the goods a Non Negotiable Report of Findings (NNRF) will be issued.
- For goods not subject to PSI, the importer must complete a Declaration of Customs Value (ADV), providing all necessary information to obtain the customs value
- The importer will then either be issued with an inspection note from the Regional Director or be issued with a payment note.
- Upon payment of customs duties, the importer may clear the goods.
- After payment of duties, the Documento de Arrecadadao de Receitas is issued as proof of duty payment and the Nota de Desalfandegamento is issued to prove customs clearance

To perform the exchange operation, and varying in accordance with the chosen mode of settlement, the following documents must be submitted to the bank among others:
- Original commercial invoice (meeting certain requirements)

- FOB value
- Insurance and freight costs
- CIF value
- Transport Document

- Documento Unico (single document)
- Proof of ownership of the goods, i.e original of Bill of lading
- Commercial invoice

- Specific shipment documents verifying the right to import the product

- Port charges $500 per day per 20 foot container or $850 per day per 40 foot container
- Port storage fees free for the first 15 days, then $20 per 20 foot container or $40 per 40 foot container per day.

- The validity period of the Import Declaration registered at the Ministry of Trade is 60 days.

- All merchandise of a CIF (Cost, Insurance and Freight) value equal or greater than USD 5,000 (for companies) and USD 10,000 (for individuals) is subject to a mandatory pre-shipment inspection (PSI) which is mandated by the Ministry of Finance.
- It is up to the importer to choose among the 3 companies i.e SGS, BIVAC or COTECNA
- For goods not subject to PSI, the importer must complete a Declaration of Customs Value (ADV), providing all necessary information to obtain the customs value. Once in port, the Regional Director will determine the customs value of the goods.
The Nota de Desalfandegamento is the only document that proves customs clearance.
- All products that must undergo mandatory PSI are to be labeled in Portuguese, with the exception of the products imported by oil companies for use in the oil industry. All products to be sold to Angola must to be labeled in Portuguese.
- For the ones not subject to mandatory PSI,the inspection companies have the duty to inform the exporter and importer accordingly
- Any shipment of goods equal to or exceeding $1,000 requires a clearing agent/ broker.

- Personal customs fees and transportation taxes were revoked and are no longer charged.
- The Documento Unico (single document) is used for the calculation of tariffs.
- If the importer does not present any intention of import, i.e. proof of payment, inspection schedule, or others, the Ministry will automatically close the file
