ProcedureEdit

1. The exporter registers with the ministry of commerce and obtains a n export license

2. The exporter then makes a Pre-inspection request

3. The exporter gives the PSI inspecting company the required documents

4. The inspecting company issues a Copy of the physical inspection report under condition that result is Satisfactory.or Discrepancy report or Atestado De No Verificao, if the physical inspection result is Discrepant.

5. Tarriffs and other export duties and freight charges are paid by the exporter.

6. B/L - Bill of Lading is issued to the exporter . Transport documentation, issued by the carrier, which describes the type and quantities of the shipped goods, also mentioning the carrier, consignee, origin and destination ports (or airports), the name of the vessel (or plane) and freight values. This document is signed by the commander of the vessel/plane (or representative), confirming receipt of the merchandise in good condition.

Documents required by the PSI inspecting company to issue a report:Edit

1. Final commercial invoice showing FOB value, freight cost (if applicable), insurance cost (if applicable) and total value.

2. Relevant transport document i.e. B/L or AWB.

3. Packing List.

4. Any other documentation that might be requested i.e. Certificates of Analysis, Certificate of Origin etc

  • Various other certificates issued by different agencies (e.g. the Ministries of Health, Culture, Agriculture, Defence, etc.) may be required depending on the nature of the goods being exported. E.g sanitary or phytosanitary certificates, certification of art objects, export authorization for arms, e.t.c

EligibilityEdit

All exporters established in Angola must be registered with, and obtain a licence from the Ministry of Commerce and have a valid tax payer's card




FeesEdit

  • The Documento Unico costs US$10 per form
  • Inspection fee 0.75% of assessed FOB value with a minimum of UCF 370, currently equivalent to 32,560 Kwanza (AOK)

Export duties are levied on:Edit

  • Ivory, powder and scrap (10%)
  • raw hides and skins (20%)
  • tanned hides and skins (20%)
  • worked ivory, bone etc, (10%)




ValidityEdit

The export license is valid for one year, but can be renewable annually.

InstructionsEdit

  • All goods over US$1,000 in value must be cleared through an official forwarding agent/broker. Pre-shipment inspection (PSI) which is mandated by the Ministry of Finance must be conducted.
  • It is up to the exporter to choose among the 3 companies i.e SGS, BIVAC or COTECNA
  • All products that must undergo mandatory PSI are to be labeled in Portuguese.
  • For the ones not subject to mandatory PSI, inspection companies have the duty to inform the exporter and importer accordingly

1. Full name, address, fax, telephone, e-mail of the exporter and intended importer.

2. The country of origin of goods

3. The countries of supply (inspection) and shipment of the goods, port, airport, railroad or road station of loading.

4. Description and specification of goods, namely about dimensions, weight, colour and technical characteristics

5. Quantity and unit of weight or measurements

6. Price per unit FOB

7. Total value, detailing FOB, freight, insurance and other expenses

8. Payment conditions

9. Port, airport, railway station, road station of destination or border area

10. Packing and packaging

11. Indication of authorization of Partial Shipments or not



Need for the DocumentEdit

The National Customs Directorate has the competence to establish the customs value of principal export products, on the basis of the most recent international quotations. It is mandated by the Ministry of Finance



Information which might helpEdit

  • Angola maintains no export subsidies; and there is no official export promotion body.
  • Goods exported temporarily may be re-imported within 12 months. This period may be extended by decision of the Director of National Customs in case of force majeur




Other uses of the Document/CertificateEdit
