ProcedureEdit

Where the Registrar receives personally from any qualified informant, at any time before the expiration of twelve months from the date of the death or fining of the dead body of any person, information of the particulars required to be registered concerning that person�s death then, as soon as he has received any particulars to be registered concerning the cause of death which are required to be given by any person other than the informant, he shall forthwith register the death and the particulars, if not previously registered, in the prescribed form and manner without any fee or reward from the informant.

After the expiration of twelve months from the date of the death or finding of the dead body of any person, the death of that person shall not be registered except with the written authority of the Registrar General and in such manner and subject to such conditions as may be prescribed, and the fact that the authority of the Registrar General has been obtained shall be entered in the register.

The Registrar, upon registering any death shall forthwith give to the person giving information concerning the death a certificate under his hand that he has registered the death; but may, before registering the death and subject to such conditions as may be prescribed, upon receiving written notice of the occurrence of a death in respect of which he has received a certificate, give to the person sending the notice, if required to do so, a certificate under his hand that he has received notice of the death; and any certificate given under this subsection shall be given without fee

EligibilityEdit

The following persons shall be qualified to give information concerning the death where a person dies in a house:

  • any relative of the deceased person present at the death or in attendance during his last illness;
  • any other relative of the deceased residing or being in the area where the death occurred;
  • any person present at the death;
  • the occupier of the house if he knew of the happening of the death;
  • any inmate of the house who knew of the happening of the death;
  • the person causing the disposal of the body.

InstructionsEdit

The Fiscal Officer as head of SBA Customs and Immigration has responsibility for a wide range of tasks that extend beyond those normally associated with a customs service. These include matters relating to external border control, direct and indirect taxation, and more diverse subjects such as registrar of births and deaths.

Where a dead body is found and no information as to the place of death is available, the death shall be registered by the Registrar of births and deaths for the area in which the body is found.

The person registering should give to the Registrar, before the expiration of five days from the date of death, information to the best of his knowledge and belief of the particulars required to be registered concerning the death, and in the presence of the Registrar to sign the register:

Provided that:

  • the giving of information and the signing of the register by any one qualified informant shall act as a discharge of any duty under this section of the Ordinance of every other qualified informant;
  • this section of the Ordinance shall not have effect if an inquest is held on the death.

Need for the DocumentEdit

Every death in the Sovereign Base Area of Akrotiri (WSBA) and the cause thereof shall be registered by the Registrar of births and deaths for the area in which the death occurred by entering in a register kept for that Area such particulars concerning the death as may be prescribed.

Area Offices act as the civil government of the Sovereign Base Areas and is an integral part of the Sovereign Base Areas Administration. Each Sovereign Base Area has its own Area Office, i.e. the Area Office Akrotiri, for the Sovereign Base Area of Akrotiri (WSBA) and the Area Office Dhekelia, for the Sovereign Base Area of Dhekelia (ESBA).


Information which might helpEdit

Where, after the expiration of the relevant period from the date of the death or finding of the dead body of any person, the death of that person has, owing to the default of the persons required to give information concerning it, not been registered, the Registrar may by notice in writing require any qualified informant:

  • to attend personally at the office of the Registrar or at some other place appointed by the Registrar within his Area, before such date (being not less than seven days after the receipt of the notice nor more than twelve months from the date of the death or of the finding of the body) as may be specified in the notice; and
  • to give information to the best of the informant�s knowledge and belief of the particulars required to be registered concerning the death; and
  • to sign the register in the presence of the Registrar:
  • Provided that any such requirement shall cease to have effect if, before the date specified in the notice and before the person to whom the notice is given complies with it, either:
    • the death is duly registered; or
    • an inquest is held on the death.


Other uses of the Document/CertificateEdit

The Registrar must:

  • upon registering the death give to the informant without fee 1 certificate of death in the prescribe form;
  • upon the application of any person and upon payment of the fee set out the Registrar gives the applicant a certificate of death in the prescribed form.

Registers of live-births, still-births and death shall be in such form as may be respectively prescribed and the Registrar General shall provide any such registers and any of the forms hereafter mentioned for making certified copies of entries in registers, which may be required for the purposes.

If, before the expiration of five days from the date of the death or of the finding of the dead body of any person, a qualified informant of that person�s death sends to the Registrar a written notice of the occurrence of the death or of the finding of the body accompanied by a notice of a certificate of the cause of death, the information of the particulars required to be registered concerning the death need not be given before the expiration of the said five days, but shall, notwithstanding the notice, be given before the expiration of fourteen days from the date of the death or the finding of the dead body of any person by the person giving the notice or by some other qualified informant.
