PROCESS FOR CITIZENS AND NON CITIZENS OF AFGANISTHAN – FOR BOTH WHO LIVE IN AFGANISTHAN AND OVERSEAS:

I. Applying process in Afghanistan
a. Apply In Person
  1. To Obtain a Police Clearance Certificate, the applicant has to approach the Ministry of Interior – link
  2. The applicant has to visit the office with the request letter.
  3. An application form will be provided to the applicant by the concerned officer.
  4. The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
  5. Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
  6. The applicant has to attach the photocopies of the required documents along with the application form while submitting.
  7. Submit all the documents with the completed form to the concerned officer.
  8. The applicant has to pay the prescribed fee as requested by the authority.
  9. After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
  10. An acknowledgment receipt will be provided. Please save it for future reference.
  11. Then the application will be processed further. All the updates on the application status will be sent via SMS to the applicant’s mobile number.
  12. Once the process gets completed, the applicant gets a call from the office regarding the application.
  13. The applicant has to visit the office to get the clearance certificate.
  14. This entire process can be completed within 2 days or as per the timeline advised by the respective department authority.


II. Applying process - overseas
a. Apply at embassy or consulate
  1. Applicant can apply at their nearest embassy or consulate.

  3. Call the office and fix appointment also find out the details for this procedure.
  4. On the scheduled date, go to the office with written request letter along with all the document in original and in copy.
  5. Please follow as per officer guidelines to process your application.
  6. A consular fee must be paid. The consular fee varies by the consulates.
  7. This application will be processed by the respective department.
  8. Completed certificate will be delivered to the applicant as per norms for the respective country.

EligibilityEdit

  • Applicant with valid passport and a valid address proof.
  • Age: 16 years and above. In case of minors, the application must be submitted by the parent exercising parental authority, if the minor has not turned 16 years.
  • The current address of the applicant must be same as in the passport and other supporting documents.
  • Applicants who are in need of residential status, employment or long term visa or for immigration to a foreign nation.

InstructionsEdit

Applications for police certificate can be made either in in-person or by post. Applications must contain identity documents for the applicants as well as the individuals whose criminal record clearance is requested.

The Embassies accepts applications from individuals residing in abroad requesting a police certificate (or criminal record clearance) on behalf of Afghan nationals who may or may not be residing in Afghanistan at the time of application.

Police certificates are issued based on information provided to the Embassy by the Afghan National Police (ANP) authorities in Afghanistan, and takes approximately one month to be processed.

A police clearance certificate states that you don't have any criminal record against you for a certain period of time which is mentioned in the certificate.

Applications for police certificate can be made either in in-person or by post. Applications must contain identity documents for the applicants as well as the individuals whose criminal record clearance is requested.

Police clearance Certificate is an important document which serves as a proof that the person has no criminal record or previously involved in criminal, breach of trust cases or violation of law both in his home country and during his residence in Afghanistan. Both locals and expats can obtain this certificate.

You will need to apply to the nearest office of the Ministry of the Interior or Afghan Embassy or Consulate and write a letter requesting a police clearance certificate. There is no specific form to be completed. You will be issued a letter from the Afghan Embassy or Consulate, which can be used in your application.

Other uses of the Document/CertificateEdit

A police clearance certificate is a copy of your criminal record or a declaration of the absence of any criminal record. Police clearance certificates are different in each country and territory and may be called police certificates, good conduct certificates, judicial record extracts, pcc, etc. They are issued by police authorities or government departments and used by Citizenship and Immigration to prevent individuals who possess a risk to Country's security from entering the country.

FOR LOCAL REQUESTS

Apply at the nearest office of the Ministry of the Interior by sending a letter of explanation indicating why you are requesting a police certificate. There is no specific form to be completed. The Ministry of the Interior will issue you the police clearance document. Please contact the nearest office of the Ministry of the Interior for further assistance if required.

NON-RESIDENT REQUESTS

You will need to apply to the nearest Afghan Embassy or Consulate and write a letter requesting a police clearance certificate. There is no specific form to be completed. You will be issued a letter from the Afghan Embassy or Consulate, which should be submitted to the foreign office processing your application. Please contact the nearest office of the Afghan Embassy/Consulate for further assistance if required.
