ProcedureEdit

For obtaining a Driver License, you will need to apply in the prescribed format to the Local Transport Office in your region, along with your passport-sized photographs, proof of your age and residence, declaration of medical fitness and the required fee. After verification of your documents, you will have to go through the Driver Test. Usually a handbook of traffic rules, signs and regulations is provided with the application form. On passing the Driver Test, you will be issued a Driver License. If you fail the test, you will be given a chance to take the test again.

  • Two photographs (required if the previous photographs were submitted more than 3 years earlier or the applicant's name has changed)
  • Young person's health certificate (obtained no more than five years earlier) or a driving license medical certificate (obtained no more than six months earlier)
  • Written consent of parents/guardians when applying for a moped, motorcycle or tractor license if the applicant is under 18 years of age.

EligibilityEdit

A driver's license is issued when a driver turns 18 years old. The driver must complete the physical and mental tests required. Novice drivers may learn on public roads only if a driving instructor accompanies him. According to Afghanistan's Law Of Highway Traffic, an international driver's license is considered valid and a non-citizen can drive any motor vehicle in Afghanistan provided he follows the international road traffic convention.

InstructionsEdit

Before a driving license can be obtained, it is necessary to apply for a driving license permit from the police. Driving license permit applications are submitted in writing to the police department for the applicant's place of residence. The permit must be paid for when submitting the application. (If you attend a driving school, the school will usually handle most of the paperwork for a driving license. Any further applications must be made in person at a police department.)

Need for the DocumentEdit

A Driver License is an official document certifying that the holder is suitably qualified to drive a motor vehicle or vehicles. In Afghanistan, no person can drive a motor vehicle in any public place unless he holds a valid Driver License issued to him, authorizing him to drive a vehicle of that particular category.

To Obtain a Driver License you have to pass a practical test by demonstrating safe driving behaviour across a wide range of traffic situations and road conditions.

  • Anyone who drives a motor vehicle on public streets or highways in Afghanistan must carry a valid and unexpired driver�s license.
  • If you have never had a driver�s license in any state or country, you must pass a knowledge test and a vision test, apply for an instruction permit, and pass a road test.
  • If your driver�s license has been expired for more than one year, but less than five years, you must pass a knowledge test and a vision test before applying for a new license.
  • To get or renew your driver license or a license endorsement you need to apply in person at an Afghanistan Transport Agency driver licensing agent.

Whether you want to drive a car, motorcycle, truck or other heavy vehicle, you need a license to be on the road. To drive vehicles such as buses, taxis, tow trucks or forklifts you�ll also need a license endorsement to show that you have the skills to drive these vehicles.

  • Driver shall have his or her license in immediate possession when operating a motor vehicle.
  • A driver�s license may be issued to a person who is at least 16 years old, but less than 18 years old, but such persons must provide proof that they have completed an approved driver education program and a behind-the-wheel training course.
  • An application for a driver�s license or temporary permit must include such information as necessary to allow the examiner of drivers to register the applicant with the Afghan Traffic Department; failure to include such information will cause the examiner of drivers to refuse to issue a license or permit.
