ProcedureEdit

  1. Gather all documents you will need to submit or present to apply for the procedure. (See 'Required Documents' to determine if you will need to set up an appointment with MVA)
  2. Before you schedule an appointment, you must have contacted the Comptroller's Office of Maryland to obtain proof of Maryland income tax filings. You may obtain a certification letter by applying online - Link or by making an appointment to visit one of the Comptroller's branch offices. After receiving this letter from the Comptroller's office, you must visit the Online Document Guide to start the process for scheduling an appointment - Link
  3. Go to an MVA office that can process ID card transactions.
  4. Complete an application, submit all the required documents and pay the fee.


Effective January 1, 2014, your Maryland Identification Card, GLS Learner's Permit, and any new Federally Non-Compliant DL/IDs will NOT be issued at the time of your transaction; however, will be mailed to your Maryland residential address on file.

Applicants will be given an option to have their DL/ID shipped overnight for an additional cost of the U.S. Postal Service's Express Shipping rates.

For applicants using a name other than their birth name: bring the documents that initiated the change of name, such as a marriage certificate(s), divorce decree(s) or court name change order.


Notes:

  • For information on how to apply for a social security number, see LINK.
  • If you have a different name on your social security card than your source documents, you must change your name with the Social Security Administration (SSA) prior to coming to the MVA. :
    • The new name(s) must match the name(s) that the SSA has on record.
    • The ID card will not be issued if the new name change does not match the SSA records.
    • It may take a minimum of 48 hours or longer for the SSA to update their records with your name change.
    • Customers may obtain a Change of Address form (VR-154) at any MVA office, online or request that a form be mailed to you.
    • To have the form mailed, call the MVA Customer Service Center at 1-410-768-7000 or 1-800-492-4575 TTY for the Hearing Impaired.
  • If the name is different from the name on your birth certificate, then you are required to provide the MVA with an original or certified copy (from the issuing agency) of the document(s) that changed your name (i.e. marriage certificate, divorce decree, court ordered name change, etc.

Documents needed for a new driver's licenses or identification card:

Before January 1, 2014:

A new applicant for a learner's permit, driver's license, moped operator's permit or identification card must present

  • (1) document to prove age and identity;
  • (1) document to prove a verifiable social security number (SSN) or proof of ineligibility for an SSN;
  • (1) document to prove lawful status in the United States; and
  • (2) Maryland residency documents.


Effective January 1, 2014:

If you cannot meet the requirements for a Federally Compliant DL/ID you must make an appointment and present:

  • Documentation to prove identity
  • Documentation to prove Maryland Income tax filing for preceding 2 years.
  • Maryland residency documents

Difference between a Federally Compliant and Federally Non-Compliant DL/ID:

US Citizens, immigrants with permanent residence and non-immigrants with valid US Citizenship and Immigration Services (USCIS) documentation to prove lawful status in the US are eligible for a federally compliant DL/ID.

Immigrants that do not have valid US Citizenship and Immigration documentation are eligible to apply for a non-compliant DL/ID effective January 1, 2014.

Current Maryland DL/ID holders that do not have a verified Social Security number, and have maintained a valid DL/ID without expiring over one (1) year are also eligible to renew their DL/ID. Their new DL/ID will be Federally Non-Compliant.

  • Photo ID Card New/Renewal (under 18): $15.00*
  • Photo ID Card - New/Renewal (18 & over): $24.00*
  • Photo ID Card - Duplicate/Correction: $20.00


Notes:

* Photo ID Card (All Types).
There is no fee (gratis) for an ID Card if you are 65 years of age or older, or if you have a disability which limits a major life activity.



ValidityEdit

Effective October 1, 2012, the Maryland MVA started the conversion of Non-commercial drivers licenses and identification cards (ID cards) to an 8-year period of validity. ID cards for individuals 18 years of age and older will be valid for a period of 8 years and ID cards for those under the age of 18 will be valid for 5 years.

Note: Individuals with a limited term ID will continue to be issued a product with a validity period equal to their duration of lawful status in the United States and will NOT be able to renew using the mail, MVA Kiosk or the web.


Expiration Date

Pay close attention to the expiration date of your Maryland Identification Card. The MVA is not obligated to remind you when it is time to reapply for an Identification Card.
