ProcedureEdit

Apply In-Person

  1. Applicant must visit the revenue department authorities or thasildhar to apply in person with the documents specified under required documents session. Link for contact: ULB List
  2. Please go to the respective office. Submit the completed application obtained from office or can be downloaded from the link below: Local certificate Application
  3. Authorities after checking the attached documents and details submitted will make entries and provide you record number for reference.
  4. This application will be verified by the circle officer / Village Administrative Officer (VAO) and Revenue Inspector (RI).
  5. There will be a ground level verification and scrutiny of the documents and details provided.
  6. Once the verification is over, these officials will submit their report to the respective authority/thasildhar to decide and issue the Local Certificate to the applicant.
  7. Applicant will get the certificate in 14 days after due verification.

Note: Apart from the mentioned required documents, applicant has to provide any additional information/document as asked by the respective authorities while applying. Fee requirement is also to be paid as authorities quote. Applicant may be asked to prove his stay in the state for a particular period(10 years/15 years etc).

Through CSC(Arunodoy)

  1. Use the following link to find the centre. Link: search CSC center
  2. Please go the respective office.
  3. Application can be obtained from the authorities.
  4. Submit the complete application along with required documents to the operator in the centre (if required fees has to be paid).
  5. Operator will check the details and start to process online using the computer.
  6. Applicant will get the transaction ID for the application made. Please keep it safe for future reference.
  7. This application will be processed by the respective department as per how it will be processed in person.
  8. Applicant will get notification about the status on his registered mobile number provided while applying.
  9. Applicant has to go and meet the respective authorities with documents as instructed to get the Income certificate as per given date.



Apply Online

  1. Use the following link to reach online portal. Link: Online portal
  2. In the given page, please select “e-District Citizen Registration” tab option provide to get the login page.
  3. If you are a new user, use the “create account” option to register and then login.
  4. Once login, Please use the search by e-form by title and enter PERMANENT RESIDENT CERTIFICATE and hit go to get the form listed.
  5. Applicant should hit online under apply to get next page.
  6. Applicant has to select “submit online” tab to get page with prompts to complete select form, fill the form, upload required documents, payment gateway and acknowledgement sessions to apply online.
  7. Please keep the acknowledgement for future reference.
  8. This application will be processed by the respective department as per how it will be processed in person.
  9. Applicant will get notification about the status on his registered mobile number provided while applying.
  10. Applicant has to go and meet the respective authorities with documents as instructed to get the Income certificate as per given date.

  • Property TAX (As applicable).
  • Voter ID
  • Birth Certificate.
  • Educational certificates as applicable.
  • Self declaration from the applicant.
  • Residential proof of land or rented house (photocopy of land deed / rent receipt copy).
  • Identity Proof (PAN card, Driving license, Voter card, Ration card, Passport).
  • Age proof (birth certificate / school certificate).
  • Passport size photograph.
  • Aadhaar card.
  • Copy of Indian Passport or Certified copy of NRC 1951(National Register of Citizens).
  • Copy of the PRC (Permanent Resident Certificate) of any member of the family of the applicant stating relationship, if any as applicable.
  • Affix stamp as advised by authorities if required.

EligibilityEdit

  • The following are the eligibility criteria to obtain a local certificate from the State Government:
    • Any person who is a resident of the state.
    • Women not initially belonging to the state, but married to a permanent resident of the state.

ValidityEdit

The validity period of this certificate has been enhanced to life long as per GO (provided the individual residence is not changed)

Community Information Centres of Assam are the concerned authority for providing the service.

Note:
Domicile Certificate can be made only in one State/UT. Obtaining Domicile Certificate from more than one State/UT is an offence.

  • Details of Land possessed by Applicant or his/her parents/ relatives


Need for the DocumentEdit

  • A Domicile/Residence Certificate is generally issued to prove that the person bearing the Certificate is a Domicile/Resident of the State/UT by which the Certificate is being issued. This Certificate is required as proof of residence to avail Domicile/Resident Quotas in educational institutions and in the Government Service, as also in case of jobs where local residents are preferred.
  • This certificate is used for many other purpose including Passport, Visa etc.;,

NOTE : It is a punishable offense to try with fraudulent documents to get a Domicile certificate
