Apply In Person

1. To Apply for Periodicals Mailing Privileges, the applicant has to approach the USPS – United States of Postal Service link

   NOTE: Enter the zip code, select the postal office and click the “Search” button.

2. The applicant has to download the form from the following link
3. The applicant has to enter all the necessary details in the application form.
4. Make sure that the applicant has to attach all the necessary documents that are mentioned in the “Required Documents” section of this page.
5. The applicant has to attach the photocopies of the required documents along with the application form while submitting.
6. Submit the completed form and the necessary documents to the Pricing and Classification Service Centre (PCSC) or the local office. The Pricing and Classification Service Centre (PCSC) details are mentioned in the “Office Locations & Contacts” section of this page.
7. The fee for this procedure has to be paid as per the authority’s request.
8. Once all the verification is done by the authority, the applicant receives a notification through a mail.
9. The applicant has to get the permit by visiting the postal office.
10. The processing time for this procedure is up to 15 days.

• Periodical Class Mail is a class of mail consisting of magazines, newspapers or other publications that has the primary purpose of transmitting information. Only newspaper and periodical publications meeting mail ability standards as well as the general and applicable specific standards may be authorized to mail at the Periodical class.
• The United States Postal Service does not guarantee delivery of Periodicals within a specified time. Periodicals must be issued regularly on a stated frequency and publishers must have an established list of subscribers or requesters.

The following restrictions apply to Periodical Class mailings:

• Periodicals must be issued regularly on a stated frequency.
• The continuity of the periodical must show from issue to issue.
• The content of the periodical may consist of original or reprinted articles on one topic or many topics, listings, photographs, illustrations, graphs, a combination of advertising and no advertising matter, comic strips, legal notices, editorial material, cartoons, or other subject matter.
• Periodicals must be published at least 4 times per year.
• A Mail piece must have less than 75% advertising.
• Mailers must have an established list of subscribers or requesters.
