Need for the Document

• When a contractor distributes or licences an innovation that belongs to them, the National Institute of Food and Agriculture (NIFA) has the power to waive the preference for standards specific to the US manufacturing sector. Such a waiver may be asked for on behalf of licensees by extramural institutions. When deciding whether to issue a waiver of the U.S. manufacturing requirement, NIFA adheres with 35 U.S.C. 204.
