Procedure

Apply In-Person

1. To register as a Hazardous Waste Recycler in person, the proponent has to visit the Regional office of the UTTARAKHAND POLLUTION CONTROL BOARD.
2. The Regional Office can be visited or contacted with the help the link given below: Uttrakhand pollution control board
3. Visit the Office and get the Application form or refer the “Documents to use” section in this page.
4. Please fill the application with essential information and details in accordance with the need to recycle Hazardous and other wastes. Tick mark the ”Pre-processing” and “Recycling” check boxes under ‘Authorisation required for’ in Part A of the form.
5. Then, fill the Part D of the form carefully and the form should be attested with the applicant’s signature before submitting.
6. Make sure that you have all the documents that are listed in “Required Documents” section of this page. Attach all the important documents mentioned.
7. Then, it should be submitted to the District Environmental Engineer who will further put the application and attached documents into scrutiny and check if there is any deficiency.
8. If anything found, it will be returned to the industry online within seven days from the date of application. The industry is supposed to resubmit the application or provide proper clarification for the deficiency.
9. The corrected complete application is now sent to the Inspection of Site and examined by the concerned Engineer.
10. If the inspection finds any incorrect information, the DEE shall return the application within 24 hours of inspection and obtain the correct information online.
11. Once when all the furnished information is found sufficient by the Engineer concerned, the Inspection Report shall be submitted within 24 hours without fail.
12. After further processes, the hard copy of the signed Authorization order shall be despatched within a day of approval, to the proponent.

1. To register as a Hazardous Waste Recycler, you have to visit the Single Window Clearance System in UPCB website using the following link: link
2. If you already have an Industry registration, login using your User ID and Password. Else, make a new registration using the above link.
3. Enter the details asked in the registration page and click on “register” button. An OTP will be sent. Verify the OTP.
4. An activation link will be sent to your E-mail ID, clicking on which will activate your account.
5. After activation process, login into the Single Window Clearance System website using the user credentials.
6. After logging in, select “New/Existing Enterprise undergoing Expansion” option under the tab ”Apply for Departmental Services” for applying Hazardous Waste Authorization.
7. From the services available, select Department as “Uttarakhand Environment Protection and Pollution Control Board” and you can get the Consolidated Consent and Authorization application module under “Other Department Services” tab.
8. Click on “Apply Now” button and fill the application form as required for obtaining authorization for the process of Hazardous waste Recycling. Provide all the details about Recycling of Hazardous wastes and click on “Submit” button.
9. Then, proceed to upload the required documents for the approval of application. And pay the required fees and add the fee details with your application (if prescribed).
10. Now that your application had been submitted, it will be forwarded to the concerned authorities at the regional office who will examine the application and verify the documents attached.
11. If any incorrectness is found, the application will be returned to the industry and the industry should resubmit the application with prior corrections or explanations.
12. Once all the furnished information is found in order, the applicant or industry will be provided the authorization order.

Eligibility

• Industries should apply for the Authorization only after obtaining the valid Consent/Renewal of consent order.
• The one who applies for authorization must be eligible of providing reliable Operating Facility for managing the hazardous wastes effectively.
• The operating facility will be needful for specialized supervision and better instrumentation.
• Hazardous wastes can hardly be reliably disposed a loose confederation. A dedicated operating agency can only offer a solution. Industry and regulatory authorities should, therefore, groom such operating agencies.

Validity

• The authorization under this form holds validity for a period of five years.

Processing Time

• On receipt of complete application in all respects, concerned SPCB or SPCC will take a period of about 120 days for the issuance of authorization.

Instructions

• It has to be ensured that applicants should not have submitted applications (either Consent or HWA or BWA) using more than one User Id for the industry location.
• INSPECTION REPORT will also be sent to the industries as attachment along with authorization. Provision has been made in the HWA module such that when authorization is generated and application is closed after approval, authorization and IR are made available for the industry to download.
• Hence, the users shall mention in the additional condition that the IR is attached along with authorization while ’preparing authorization order’.
• In case of Actual users, passbook will be issued by the Board along with Authorisation for maintaining records of Hazardous and Other wastes purchased by the Actual users.
