Procedure

Apply In-Person:

1. The farmers interested in the scheme shall reach the office of the respective district agriculture engineering office.
2. Contact link: link in the given page, please use “District” from the dropdown list against “Category” and then click “Go” button for list of respective contact details. AND The farmers are also advised to visit the respective block development office – BDO: link2 In the given page please click on the district website hyperlink for new page. In the given page please select the menu “ABOUT-DISTRICT > who’s who” AND “DIRECTORY > PUBLIC UTILITIES > Municipalities” for contact details AND Panchayat contact link in the given page please select the hyperlink against respective state as per requirement for contact details.
3. The farmers shall call up the contact numbers provided in the pages as per the above link to know the appropriate office to apply in person.
4. Please visit the respective office and obtain the application form to apply, or write on a plain A4 sheet as advised.
5. Please complete the application form. Attach the required documents as per the “Required Documents” section of this page and submit it to the designated receiving authority in person.
6. On receiving the application, the concerned authority will check the application details and documents.
7. If all are in place, the application will be accepted and an acknowledgement slip with a serial number will be issued. Please keep it safe for future reference.
8. ”SMS” triggered update on application status will be sent to the applicant’s mobile. Please keep track of the notification.
9. This application will be processed further. The department will make a case study of the type of crop and the size of the land to arrive at the machinery and other hardware requirements.
10. Once the application is considered for grant of subsidy, it will be forwarded to the committee for approval. The committee will accord preliminary approval based on the budget and availability of slot.
11. On preliminary approval, the farmer will be asked to make a deposit of 10% or 14% or the percentage as applicable as per the total amount arrived based on the type of solar pump requirement. The authority will also provide the account details. The applicant shall refer to the “Fees” section of this page for more details.
12. Please deposit the amount in the respective account as applicable and collect the receipt for the payment. The farmer shall provide the copy of the receipt of payment to the respective receiving authority with whom the application was submitted.
13. On receipt of the proof of payment, the concerned authority will provide the list of the department recognized or approved manufacturer/dealer for installing their solar pump and drip irrigation system.
14. The farmers shall select the manufacturer for installing their solar pump and drip irrigation system as per their choice. The farmer can also discuss with the service provider for the requirements based on the type of crop and size of the land.
15. Once the service provider/manufacturer is finalized, the service provider/manufacturer will provide the final estimate of the total amount for the set up to the department.
16. The department will forward the case with recommendation to the sanctioning authority for the grant of subsidy.
17. The sanctioning authority will evaluate the case and sanction the subsidy.
18. The status, viz. Approval will be conveyed to the applicant (and also to the service provider/manufacturer) through a “SMS” or as per applicable norms.
19. The whole process can be completed within one year.
    

Note:

• Please follow the notification and guidelines of the department.
• The subsidy will be released in different percentages as stated below.
  • Funds up to 40% or the percentage decided by the state implementing agency of the total subsidy would be released as advance.
  • Second instalment up to 30% or the percentage decided by the state implementing agency of the total subsidy would be released on submission of utilization of certificates and statement of expenditure for the advance released.
  • Balance 30% or the percentage decided by the state implementing agency of the total subsidy would be released on furnishing of project completion report.
• With change and updates in norms and government orders, the approval of subsidy amount and the share of the farmer vary. The farmer shall clarify these details with respective authorities of block level agricultural engineering department office.
• The release of subsidy fund for the approved case will be through bank only.
• The farmer’s share of the subsidy shall be provided by means of loan too. The farmer shall enquire with the information counter of the respective block level agricultural engineering department office.
• The Ministry of New and Renewable Energy (MNRE) is providing a portion of subsidy through the solar pumps.
• The installation for the drip irrigation system was subsidised by the National Mission on Micro Irrigation (NMMI).

Eligibility

• Applicant should be a citizen of India.
• Those who are 18 years and above are eligible to apply.
• Applicant should be a farmer.
• The farmer should be the resident of the respective state.
• The land should be free from encumbrances, litigation and attachments.
• The ownership of land should be in the name of the applicant.
• The land should be cultivable.
  

Fees

• Fee information and other charges can be obtained directly from the department office while applying.
• To avail the subsidy, the farmer has to pay the initial share as per the advice of the department.
  

Validity

The subsidy availed by a farmer is utilized for the installation of solar pump set and micro irrigation.
