Apply In-Person
- To apply for a Learner Driver License in Tripura the applicant has to approach the RTO office of the area.
- Information related to the RTO offices can be obtained from the “Office and Location” Section of this page.
- You will have to submit Application in Form No.2 in front of licensing authority.
- Application form no 2 can be downloaded from following link: form no 2
- The applicant should make sure they are eligible for applying for driver license by reading through the eligibility criteria that has been listed out under the “Eligibility” section of this page.
- Please make sure you have all the documents that are listed down the “Required Document” section of this page.
- Application forms can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
- Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.
- After verification of the documents applicant will have to go through a learner test.

- Before learner test, color blindness inspection and movements of limbs is carried out.
- A computer based multiple choice objective test is conducted and whoever correctly answers sixty percent questions put to him is declared pass.

Apply Online
- In order to apply for online, please follow the link : online portal
- Please select "Online Services" from the menu and click on "Driver License Related Services".
- You will be taken to a new screen where you have to select “Tripura” in the drop down menu against “Please select the State from where the service is to be taken”.
- In next step select the RTO from where the service is to be taken.
- Once you select the RTO office, you will be redirected to the page, based on your selection Home page
- Click on apply online
- From the given options select “New Learner License”
- Fill the Applicant Details as instructed
- Upload the required Documents mentioned on this page
- Upload Photo and Signature if required (applicable for only some states)
- Pay the required fees
- Once submitted the application, go for DL Test Slot Booking online via following link: DL Test Slot Booking
- Select Learner license test sub option from the appointment “slot booking” section
- Once you are redirected to fresh page, submit the application with your application number and book the desired slot.
- The test of competence will be conducted by the competent authority.
- After verification of the documents applicant will have to go through a learner test.
- Before learner test, color blindness inspection and movements of limbs is carried out.
- A computer based multiple choice objective test is conducted and whoever correctly answers sixty percent questions put to him is declared pass.

- Applicant needs to book the slot for the test. You check the availability of the slot online and book accordingly.
- Once you select the RTO you will be redirected to the page where you will be able to see a calendar which indicates the date and slot available for test. Red blocks indicates non availability, orange means open. Based on your choice and availability you can select learner license slot.

Printing application
- You can take printout of online application form with the help of the link: please follow the link Online portal
- Select “Gujarat” in the drop down menu against “Please select the State from where the service is to be taken”.
- In the next window, please click “Download Forms” to select “Print application form” option.
- Please enter your application number in the next window and hit” Submit” follow the next window to get the printout.

- You can book appointment with RTO using the following link: Online appointment booking
- Please click “Appointment (Slot Booking)” to select “services on driving license” option
- In the new window fill in required details and hit Submit to process your request to book appointment.

For the Learner Driving License one has to apply before the Licensing Authority along with the following documents:
- Application Form No. 2 for learner license: Form No. 2
- Medical Certificate Form No. 1A: (this is mandatory for commercial vehicle license) Form No. 1A
- Application Form No.1 self declaration for medical fitness: declaration for medical fitness
- Three copies of passport photographs.
- Driving Certificate in form-5 issued by approved Training School (Compulsory for Transport Vehicle License)
Proof of Residence: Attested copy of any of the following:
- Ration card.
- Life Insurance Policy.
- Passport.
- Aadhaar Card
- Voter Identity card.
- Pay slip issued by any office in the Central/State or a local body.
- The consent from parents in blood relation can be treated as residence proof, if parents enclose their residence proof.
- Other authentic proof acceptable by Motor Licensing Officer (MLO).
Proof of Age: Attested copies of any of the following:
- School certificate
- Passport
- Birth Certificate
- Aadhaar Card
- Certificate from Central/State Govt. or a local body

Need for the DocumentEdit
A Learner Licence is an official document needed to apply for permanent driving license. The learner license certifies that the holder is learning to drive and should be accompanied with experienced driver while driving motor vehicle.
- To learn driving a motor vehicle, you must first get a Learner's License for that class of vehicle. A Learner's License legally allows you to learn driving with an experienced instructor or driver on Indian roads.
- If you hold a valid Learner's License, you can practise driving with a permanent Driving License holder. This will help you polish your driving skills before you take your vehicle out.
- Getting a Driving License is a precursor to getting a Driving License. It is easy to apply and get a permanent Driving License if you hold a valid Learner's License.
- Holding a Learner's License and practising on roads will help you get familiarized with road rules which will in turn help you when you are driving.

Q Is my Learner's License valid throughout India?
- Yes, your Learner's License is valid throughout the country for six months from the date of issue.
Q Are there any rules that must be followed while learning to drive with a Learner's License?'
- Yes, first of all an experienced license holder must accompany you and you cannot carry any person other than your instructor on the pillion. Secondly, you must paste a 'L' sign at the front and rear of your vehicle which will act as a sign for other drivers that you are a novice.
Q What is the validity period of a LL issued in India?
- In India, a Learner's License is valid for a period of six months. Once the LL has expired, you must either renew your Learner's License or apply for a fresh one depending on the RTO rules.
Q Will I be asked to drive a motor vehicle to get my Learner's License?
- No, you will not be asked to drive a motor vehicle to get your Learner's License. You will however have to undergo an online or written test containing multiple choice questions which will test your proficiency on road rules and traffic signs.
Q I need to apply for a LL for a non-gear vehicle and car. Do I have to apply separately?
- No, you can apply for a Learner's License for a car and non-gear vehicle together. Also, you can take a single test for both. However, you will have to pay the application fee for both car and vehicle without gear.
- Applications for a provisional driving licence can be made from the age of 16. Valid for driving a moped or gearless motorcycle (with a capacity of up to 50 cc) from aged 16, and a car from aged 18 or older to drive any other type of vehicle. The common "All India Permit" allows the licensee to drive throughout the country. For driving commercial/transport vehicles, one should obtain endorsement (and a minimum age of 20 years, in some states) in the driving licence to effect under s.3(1) of The Motor Vehicles Act, 1988. Until a driving test (which consists of three sections: verbal or written test (depending on the state), road sign test followed by a supervised driving examination) has been passed a driver may hold only a provisional licence and be subject to certain conditions.
- The conditions attached to provisional licences of a particular category of vehicle are:
- L-plates must be conspicuously displayed on the front and rear of the vehicle.
- Learner drivers of a particular category and transmission type of vehicle must be accompanied by somebody who has held a full driving licence for that category and transmission type, except in the case of solo motorcycles and vehicles of certain categories designed solely for one person.
- Motorcycle riders must not carry any pillion passenger.
- Bus drivers must not carry any passenger except a person giving or receiving instruction.
- L-plates must be conspicuously displayed on the front and rear of the vehicle.
- After passing a driving test, the provisional licence may be surrendered in exchange for a full Indian licence for the relevant kind of vehicle. Full car licences allow use of mopeds, motorcycles and cars.
