Telangana - Obtain a Occupancy Certificate

The local administrative department will certify the construction of a building after verifying whether it complies with the local laws and constructed as per permissible plans.
Apply Online:

Go to the online portal : Online Portal
In the new screen please select “Online services” menu and select “Submission of Building Application” sub option.
Applicant will get login page. Please complete the login prompts as appropriate and hit “Login” button.
1. If you are a new user please select “Developer/citizen registration” option to register and login.
Once login, Select Occupancy tab in Applications and then select the Building completion on right side top of the screen.
Go to option "Do you have a DPMS online building permit number? [Yes/No]
If you Select “Yes‟, enter the DPMS (Online approval) File Number and click on find button. The details of the sanctioned file will be captured from the database and displayed in application form. Check the details displayed and Click on “Save & continue” button.
If the Building Permission is not issued under Online procedure, fill in the application form with all details. After entering the details, check all the filled data and save the page.
A New file Number will be created.
Open the New proposal and select document tab and attach the required documents/Plans.
Ensure that all the information is filled properly before final submission. Since after submission to GHMC, there will be no provision to edit the details entered.
A File number will be generated and SMS will be sent to registered mobile number (entered in application form)
You can check the application in the Submitted Applications folder.
Status of the file is automatically updated on the website and SMS message will be sent on periodical process of file i.e inspection, shortfall letter/rejection letter, payment of compounding fees intimation letter & Occupancy Certificate.
If payment of compounding fees is involved, then go to the payment page and pay the compounding fees through available online integrated payment gateways.
After final approval the Occupancy Certificate will be generated sent through email and will be available in the respective login for view and download purpose.

Apply In-Person :

Applicant must apply in prescribed application form along with required documents to the local municipal authority or by the department of building within their jurisdiction where the building is constructed.

Applicant shall obtain the form from the respective office (please pay for the form if required) Or a written application on A4 plain sheet as advised shall be used
Submit the completed application along with required documents and fees (as per requirement) and follow department guidelines.
Authorities after checking the attached documents and application submitted will make entries and provide you record number for reference.
This application will be processed internally.
Verifying Officer will refer the same to the concerned public agencies for obtaining No-objection certificate before granting or refusing permission to the applicant.
Respective department authorities will conduct a physical inspection of the building on the notified date. They will check whether building is constructed according to the approved plan.
Based on the inspection result a NOC will be generated by Nodal officer.
If there is any deviation is found then, Authority will levy a penalty. This amount should be paid at the cash counter of the respective office. Applicant shall make the payment and submit the receipt to get the certificate as notified.
If there is no deviation, certificate will be issued as per notification.

No Objection Certificate (NOC) for fire and pollution.
The Road side drain along with the Road is to be constructed at the cost of the builder connecting main outlet of the area.
Clearance from state Ground Water Control & Regulation Authority to be obtained for boring for extraction of water.

If any of these above documents requires any applicable authorities report, please furnish as asked by local authorities while applying.
All original and copy of original with self attestation as advised by respective authorities to be submitted as per requirement.
