Procedure

Residents of Odisha can transfer the ownership of an existing water connection through the following procedure.
Apply In-Person:

1. Procure the application form for Ownership change from the PHED Office n Odisha: PH Division Offices
2. A copy of the application form is available online: Application Form
3. In the procured form, fill the required details.
4. Attach the photocopies of all the required documents with the application form.
5. Submit application form along with photocopy of all the required documents to the concerned authority of PHED Office.
6. The authorities will check if all the necessary documents have been submitted and will ask the applicant to pay the processing fee.
7. Pay the required processing fee and register your service.
8. Receive the acknowledgement receipt or get the photocopy of the form counter signed for further reference.
9. Site verifications will be made by the authority officers.
10. After this verification, your request will be further processed by the authorities and the necessary changes will be made in the computer records within the next billing cycle.

• Attested copy of Sale Deed/Will Deed/Registry
• Attested copy of BDA/OSHB/G.A. Deptt.letter
• Attested copy of patta/land revenue receipt/B.M.C. holding tax receipt in the name of the new owner.
• Xerox copy of up-to-date water rent payment receipt.
• Attested copy of legal heir certificate / death certificate (in case of death)
• Copy of money receipt of security deposit.
• Proof of Identity of the applicant from the following:
• Aadhaar card
• Driving Licence
• Ration card
• Voter ID
• PAN Card

Need for the Document

• A water bill is one of the utility bills which could be used as address proof for banks, passports, etc.
• The water bill will always bear the previous owner’s name until it is changed to a new ownership. For this reason, it is always advisable to change the ownership of water connection when purchasing a new property or after legal succession.

• Security Deposit will be accepted at the counter after document verification.
• The new consumer might be asked to change the water meter if it is not in working condition.
• One has to pay the monthly dues regularly. Reconnection charges might be levied on the consumer if the connection was disconnected due to pending dues.
