Meghalaya - How to Obtain a Learner's Driving Licence

Apply In-Person

  1. To apply for a Learner Driver License in Meghalaya the applicant has to approach the RTO office to which his area belongs to.
  2. Please follow our “Office Locations & Contacts” section of this page to get details of the RTO offices. Link for RTO contacts: Link for contact
  3. Application form can be downloaded using the following link: Application Form and Parivahan Forms Link
  4. Application Forms No2, No 1 A, No 1 is required. Application forms can be obtained from the following link : Application form 2 Form 1A Form 1
  5. The applicant should make sure they are eligible for applying by reading through the eligibility criteria that has been listed out under the “Eligibility” section of this page.
  6. Please make sure you have all the documents that are listed down the “Required Document” section of this page.
  7. Application forms can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
  8. Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.
  9. You will be requested to take a theory test, to make sure you understand the rules and regulation related to driving a vehicle and if you clear the test, you will be provided a LLR.
  10. If you fail the test, you will be allowed to re-take the test as advised by authorities

Apply Online:

  1. To obtain learner driving license, the applicant has to visit the official portal of the Ministry of Road Transport & Highways: Link to Portal
  2. In the homepage, please scroll down to “Informational Services” and click on the “more” button in the “Citizen Guide” tab.
  3. The applicant will be taken to the “Manual” page where all the available services will be listed.
  4. Please click on the name of the required service and click on “Step by Step procedure” from the drop down menu.
  5. The applicant will be taken to a new PDF page where the process for applying will be explained clearly.
  6. Please follow the steps to complete the application.

Required DocumentsEdit


  1. Applicants for a Learner's License should appear personally before the Licensing Authority with the following documents.
  2. Application Forms No2, No 1 A, No 1 is required. Application forms can be obtained from the following link : Application form Form 1A Form 1
  3. Prescribed fees
  4. Proof of age, appropriate for relevant class of vehicle.
    • Ration card, Voter identity card, Life insurance policy, Passport, School certificate, Birth certificate
    • Age certification by a registered medical practitioner not below the rank of a Civil Surgeon
  5. Proof of residence
    • Ration Card, Voter identity card, Pay slip issued by any office of the central government or a state government; Electricity bill, Telephone bill, House tax receipt showing the name of the name of the applicant
    • You can also use your Aadhar Card as proof of residence.
  6. Application-cum-declaration as to the physical fitness in Form-1.
  7. Medical Certificate in Form No. 1A (only for persons applying for Transport license)
  8. Three recent passport size photographs of the applicant.
  9. Applicants for Transport Vehicle License must produce a Permanent Driving License for Light Motor Vehicle held by him, at least for one year.
  10. Aadhaar card
  11. If the applicant is not able to produce address or age proof documents for a sufficient reason the licensing authority may accept any affidavit sworn by the applicant before an Executive Magistrate, or a First Class Judicial Magistrate or a Notary Public as evidence

EligibilityEdit


Any person who has completed
  1. 16 years of age is eligible to get a license for driving a Motor Cycle without Gear - Not exceeding 50 cc.
  2. 18 years of age is eligible to get a license for driving a Motor Cycle with Gear and Light Motor Vehicle.
  3. 20 years of age is eligible to get a license for driving a Transport Vehicle, if he/she has One year old license
  4. Those who apply for permanent license has to get LLR
  5. Also, no person shall be granted a learners license to drive a medium or heavy goods vehicle or passenger vehicle unless he has held a driving license valid for a light motor vehicle (LMV) for at least one year.
  • NOTE : A person who is at least 20 years old and possesses a Learners License can obtain a License for driving a commercial vehicle. Also, one has to be conversant with the traffic rules and regulations in all the cases

  • Learner's Licence is valid only for six months from the date of obtaining it.
Note: One can apply for a permanent license only after a month after receiving Learner's License

InstructionsEdit

A Learner's Licence (LL) is valid for a period of 6 months. Driving Licence (DL) should be applied 30 days after after issue of LL and before the end of validity.

Need for the DocumentEdit


  • In India, two kinds of Driving Licenses are issued: Learners License and Permanent License. A Learners License is essential for obtaining a Permanent License
  • Learners license (LLR) is a permit given by local transport department for learning driving before obtaining a permanent license. The learner’s license has a validity period of 6 months and the holder of the permit should obtain a permanent driving license before the expiry of this period, if not renewed. In addition a permanent driver license can only be issued after 1 month of obtaining a learner's license.
  • A Driving License is an official document certifying that the holder is suitably qualified to drive a motor vehicle. Under the provisions of the Motor Vehicles Act,1988 in India
  • No person can drive a motor vehicle in any public place unless he holds a valid Driving License issued to him.
