- To apply for re-registration of a vehicle in Manipur the applicant has to approach the RTO office of the area.
- Information related to the RTO offices and registering authority can be obtained from the “Office Locations and Contacts” Section of this page.
- You will have to submit Application in Forms no. 27, NOC, Form 22 (Pollution control) in front of registering authority. - (Please check with local RTO whether NOC is required before processing)

- Please make sure you have all the documents that are listed down the “Required Document” section of this page.
- Application forms can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
- Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application for transfer of other state vehicle.
Apply Online Via National Transport PortalEdit
- You can also apply for re-registration of vehicle through the National Portal, the following link will give you access to the Ministry of Road Transport and Highways, Government of India: Vahan, National e-registration service
- To apply via National Transport Portal “Vahan”, applicant needs to apply for User Id activation.
- To apply for User Id activation, you can download the form via following link: User I'd activation
- Fill the required information as instructed and submit it to the State transport department RTO office of your area.
- After verification of the form administrative department will create and activate your user Id on the portal.
- Once your portal is active you can avail all the transport related services available on the portal.
- (a) Note: Do not provide your username and password anywhere other than in this page

- Applicant can login using the user id and apply for re-registration of vehicle.
- Fill the application form as instructed.
- Upload the required document and submit the fees.
- Once your application is verified, it would be processed further.

- No Objection Certificate (NOC) in form 28 (Check whether NOC is required): Form 28 or postal acknowledgement for having sent application for issue of no objection certificate to the concerned registering authority.
- Application in form 27. (If application from no.27 already filed, an application on plain paper) along with documents shall be submitted to the concerned R.T.O.
- Consent of the Financier (if applicable).
- Pollution Under Control Certificate.
- Fitness Certificate and permit in case of transport vehicles.
- Prescribed fees and difference of tax if any.
- Three passport size photographs of the applicant.
- Vehicle shall be produced for inspection in the premises of the R.T.O. if it is not inspected earlier.
- In case NOC has not been obtained at the time of migration, the registered owner is required to apply in form no 28 (in quadruplicate) to the previous registering authority along with documents for issue of NOC , and submit the NOC obtained for consideration of Re - Registration application. In case, no reply is received from the previous registering authority even after 30 days, the registered owner shall submit a copy of the form no. 28 applied, along with the postal acknowledgement for having submitted before the previous registering authority, and a declaration stating that " the application for NOC has neither been rejected nor any reply received from the previous registering authority" to whom the application has been made.

InstructionsEdit
- The vehicles migrating from other States are required to obtain re-registration mark of Manipur State within 12 months from the date of arrival into the State.
- The vehicle owner shall produce the following
- No Objection Certificate (NOC) in form 28 or postal acknowledgement for having sent application for issue of no objection certificate to the concerned registering authority.
- Application in form 27. (If application form no.27 already filed, an application on plain paper) along with documents shall be submitted to the concerned R.T.O.
- Registration certificate (RC Book).
- Tax Card.
- Insurance certificate.
- Consent of the Financier (if applicable).
- Pollution Under Control Certificate.
- Fitness Certificate and permit in case of transport vehicles.

Need for the DocumentEdit
- Re-registration is the process which needs to be done for vehicle after 15 years of its permanent registration. Every registration certificate is required to be renewed not more than 60 days before the date of its expiry of the registration for its continuous use.

- All vehicles must be produced at the time of Re-Registration. All the private vehicles are required to be re-registered after 15 years. The vehicle will be re-registered for another five years. The tax on personal motor vehicles or scooters or motorcycles used or kept for use in State for every further period of five years from the date of renewal of the certificate of registration, under Sub-Section (10) of Section 41 of the Motor Vehicle Act, 1988, is charged at thirty percent rate (30%) of the tax already paid at the time of the first registration of such personal motor vehicles/ scooters/ motor cycles.
- If re registration of vehicle is not done after completion of 15 years the penalty will be charged at the rate of three hundred rupees per month for non-registration of re-registration.
- The maximum age of vehicles under the Motor Vehicles Act is 15 years. After 15 years, when the condition of the vehicle is adjusted, there is a provision for re-registration for five years from the Divisional Transport Office. On December 29, 2016, the Central Government imposed a penal rule for those who drive on roads without re-registrations.
- Registration or its renewal can be denied if the registration authority has reason to believe that the vehicle is stolen, if it does not meet the prescribed mechanical fitness standards, if the vehicle does not meet emission norms or if the applicant fails to produce required documentation and past registration proof.
- The owner of each motor vehicle will be able to register the vehicle with the registrar's officer whose jurisdiction is the owner of the motor vehicle

- ONE TIME road tax of 10 years is to be paid and subsequently, tax for every 5 years is to be paid after 10 years.
- Road Tax amount is dependent on the Sale Amount of the vehicle for all cars.
- Road Tax amount is dependent on the Unladen weight for all Two Wheelers.
- The Vehicle Registration Validity or Fitness Validity for a new vehicle is 15 years, after which, the validity may be renewed for every 5 years, depending upon the road worthiness of the vehicle.

- Registration Fee and Hypothecation fee (if loan taken from a Bank) are to be paid
- Quarterly or Yearly Tax is to be paid.
- Road Tax amount is dependent on the Class of Vehicle.
- Fitness fee dependent on the class of vehicle is to be paid for all commercial vehicles.
- Fitness validity for a new vehicle is for two years only, after which the fitness validity is to be renewed every year.
