Procedure

To Process In-Person

1. To apply for EC (Encumbrance certificate), applicant has to go to the respective Sub Registraroffice.
2. Link for Sub registration office in the state online link select the district from the provided list to reach next page. Here select menu “DEPARTMENTS >SUB-REGISTRAR” OR menu “Directory“ OR “ABOUT DISTRICT> Who’s Who” for sub registrar office details.
3. Applicant shall collect the appropriate application form for EC at the respective office, complete the form with details and submit the same with non-judicial stamp affixed along with documents to the respective authority as advised.
4. Authorities will announce the fees to be paid. Please pay as advised
5. A Receipt containing Acknowledgement ID is issued to the applicant.
6. This application request will be processed by the department.
7. SMS is triggered to the applicants informing the status of the application. As per notification, applicant shall visit the office to collect the certificate

1. Use the following link to reach online portal. Link: link
2. In the given page, please select “Click here to Login With ePramaan” option under login session on the right part of the page.
3. Applicant shall select “New user? Create an account” option and register to login.
4. In the login page, use the credentials and page prompts and hit login to get the next page.
5. Once you login to the portal, select “Non Encumbrance Certificate” (under revenue section) from the services option. Fill out the application form with required details.
6. Upload the scanned copies of the relevant documents.
7. Please complete the requirement to apply.
8. An acknowledgement slip will be generated on successful submission of the application form. Note the application number for future reference.
9. This application will be processed further.
10. Applicant will get notification about the status on his registered mobile number provided while applying.
11. Certificate will be issued as per applicable norms after notification.

• Period for which the EC is required
• Applicable fees
• Copy of sale deed of the said property. (any one deed for the land and not necessary to present the last or latest one)

• Copy of Power of Attorney, in case application is made by the attorney holder
• Aadhar card
• Property card if available

Need for the Document

• The land registration process in India is governed by ‘Section 17’ under the Registration Act, 1908.
• The encumbrance certificate is a vital document to show that the said land belongs to the particular person and there is no litigation in ownership
• It certifies, that the land does not have any legal dues. The EC for a property can be obtained from the sub-registrar’s office where the particular property has been registered.
• The encumbrance certificate is important while applying for mortgage loan, selling land and for joint development etc.
• In general, encumbrance certificate will be issued in
  • Form 16: If the property does not have any encumbrance during the said period. i.e., certificate of Nil Encumbrance.
  • Form 15: If the property has any encumbrance registered during the said period.
