ProcedureEdit

  • Last Pay Certificate (LPC) is generally issued by an office to another office due to the transfer/posting of an employee to the other department/office.
  • LPC is a certificate that shows the full detail of rates of Pay & Allowances, Advance dues, PF, Insurance and other deductions of the employee that are accountable to his / her salary that is withdrawn during the last time from a certain office.
  • The Last Pay Certificate should be obtained by a government employee in case of
  1. Transfer on duty
    1. From one State to another state
    2. From one place to another in the same State or circle of audit
  2. Return from leave

Last Pay Certificate (LPC) preparation and methodology

  1. A Government servant should obtain this Last Pay Certificate from the Office of the Accountant General of his State or the office of the circle audit or officer in charge of the Treasury from which he/she last drew pay.

  3. Generally the moment transfer of an employee is sanctioned / announced, the transfer formalities will be initiated.

Last Pay Certificate (LPC) preparation – in case of transfer of duty from one state to another

  1. Last Pay Certificate is an important internal document processed by the respective applicable Accountant General / treasury office as per the employee’s employment and last salary drawn.
  2. The processing office shall be defined as per the following terms.
    1. If the Government servant is employed at the station of the Accountant General of his State or the circle of audit of the respective state then the LPC should be given by the officer in charge of the Accountant General of his/her State or the circle of audit for the zone from which he/she drew last pay. The duplicate of it should be forwarded to the Accountant General / Circle of audit of the new state accordingly.
    2. If the Government servant is employed and pass through the respective office of the circle of audit then, the LPC should be given in duplicate by the officer in charge of the Treasury from which he/she drew last pay. Both copies should be countersigned by the station of the Accountant General. One copy of the countersigned certificate should be forwarded to the Accountant General of the transferred Government servant’s new State or circle of audit.
    3. If he/she is not employed at, and has not to pass through the Accountant General’s station, the certificate should be given by the officer in charge of the Treasury and a duplicate of it should be forwarded by the Treasury Officer to the Accountant General for countersignature. The same should be forwarded to the Accountant General of the transferred Government servant’s new State.


Last Pay Certificate (LPC) preparation – in case of transfer of duty from one place to another in the same State or circle of audit

  1. The processing office in case of the transfer of duty from one place to another in the same State or circle of audit, then they should obtain a last-pay certificate from the officer in charge of the Treasury from which he last drew pay.
  2. If he/she is a non-gazetted Government servant, then they should obtain a last-pay certificate from the head of the office under whom he was last employed.


Last Pay Certificate (LPC) preparation – in case of Return from leave

  1. A Government servant who has drawn his/her leave salary in India should, before returning to duty, obtain a last-pay certificate from the Accountant General by whom or the officer in charge of the Treasury within whose jurisdiction his leave salary was last paid.
  • Employee shall get the details and update on sanction of LPC from their respective accounts department.


Note :
  • However, a provisional pay can be passed by the new state Account Office for three months on the provision of simple LPC. The employee must give a written application in this regard.
  • As an exception to the preceding rules, the last pay certificates of non-Gazetted Government servants transferred from one State or Circle of audit to another may be given by the head of the office and need not be countersigned by the Accountant-General concerned but in the case of transfers out of India, the last pay certificate should be signed by the Accountant General.

On transfer from another entitlement circle
In addition to the above, the following documents

  • Transfer documents from the previous Accounts officer/ DDO’s viz., Statement of service and Leave Account, LPC / Orders for placing the service on deputation
  • Orders containing the terms / conditions of deputation


On transfer to another entitlement circle

  • Last Pay Certificate from the Treasury Officer to A.G for onward transmission to the AG/ PAO to new entitlement circle
  • Certificates of Transfer of Charge


Transfer within the same entitlement circle

  • Transfer notification
  • Sanction relating to the post to which transferred
  • Other charge certificates of making over and taking over


For authorizing the leave salary

  • Sanction of Competent authority, specifying the nature of leave
  • The name of the PAO/Treasury where the officer desires to draw the leave salary
  • Certificate of Transfer of charge before proceeding on leave and after expiry of leave


Foreign Service
On deputation to Public Sector Undertakings / Quasi Government Undertakings / Corporations within the State/ outside the State, the following documents are necessary for intimation of pay particulars to the Foreign Employer who shall regulate the Pay and Allowances of the Officer as per the terms and conditions:

  • Terms and Conditions
  • Appointment Order
  • Certificates of Transfer of Charge
  • Last Pay Certificate from the Treasury Officer concerned
  • Candidate’s Residence proof (ration card / Passport /Aadhaar card / Driving licence)
  • Candidate’s Identity proof (ration card / Passport / Aadhaar card / Driving licence)
  • Aadhaar Card of the candidate

  • Whenever an employee is transferred to another office or institution LPC plays a vital role to get the payment from the other office or department.
  • The detail of casual leaves earned by the employee is also mentioned in the LPC.
  • Detail of Advances taken by the employee with full detail of Instalments and the amount recovered up to this month must also be mentioned in the LPC.
  • If the LPC has not been issued within the said timeline, the Government servant will report this matter to the head of the department.

Need for the DocumentEdit

  • For flawless accountability on leave availed and balance leave availability of an employee this certificate is mandatory.
