Procedure

Agricultural Department of Maharashtra provides seed testing services. Online service is provided by the government to save time of the user. However, user can fill the form online and take the print of the filled form and can submit it in person to the agriculture office.

Apply Online

1. To apply online, the applicant shall follow the given aaple sarkar link: Link and click on the "New User? Register Here" tab.
2. From the given options, select any one mode to create User ID and Password.
3. Now verify UID or Create your own user profile using OTP verification on your mobile.
4. A new page will open up where the applicant has to fill up all the personal detail(Name, D.O.B, Age, Gender, etc) in the portal.
5. Now enter the address as per the document.
6. After that provide mobile number and OTP, PAN No., UID No., and confirm password.
7. Now upload a photograph between 5kB to 20kB in JPEG format.
8. Now choose from the drop now menu any one of the Proof of Identity.
9. Finally provide a Proof of Address by clicking from the menu on screen.
10. Click on the declaration box and then click the "Register" tab.
11. After login, click Link and then click on “Apply”.
12. The applicant will get an application displayed.
13. Fill up the application form correctly and pay the requisite fee.
14. On completion, the applicant will be notified.
15. You can check the status of the application in the portal by signing in with User ID and password.

Apply In-Person

1. Applications can also be made in-person through the Maharashtra Agriculture Department offices and sub-offices.

4. Fill the application form as instructed and submit to the concerned department.
   
5. Please make sure you have all the documents that are listed under the “Required Documents” section of this page.
   
6. After the authorities validate your application and the documents that are submitted, they will initiate the process of testing the seed.

Eligibility

This service is usually required by the farmers, and any farmer of Maharashtra state is eligible to avail the service. The user is eligible to test their seed which needs to be used for agricultural purpose. Applicants need to provide the seed details, the name of the shop where the seed is purchased and more.

Process of Seed Certification

1. receipt and scrutiny of application;
2. verification of seed source, class and other requirements of the seed used for raising the seed crop;
3. field inspections to verify conformity to the prescribed field standards;
4. Supervision of post-harvest stages including processing and packaging;
5. Seed sampling and analysis, including genetic purity test and/or seed health test, if any, in order to verify conformity to the prescribed standards; and
6. Grant of certificate and certification tags, tagging and sealing.
   

Seed Testing

1. Seed testing is determining the standards of a seed lot viz., physical purity, moisture, germination and ODV and thereby enabling the farming community to get quality seeds.
2. The Seed Testing Laboratory is the hub of seed quality control. Seed testing services are required from time to time to gain information regarding planting value of seed lots. Seed testing is possible for all those who produce, sell and use seeds.
   

Objective of Seed Testing
Seed testing is required to achieve the following objectives for minimising the risks of planting low quality seeds.

1. To identify the quality problem and their probable cause
2. To determine their quality, that is, their suitability for planting
3. To determine the need for drying and processing and specific procedures that should be used
4. To determine if seed meets established quality standards or labeling specifications.
5. To establish quality and provide a basis for price and consumer discrimination among lots in the market. The primary aim of the seed testing is to obtain accurate and reproducible results regarding the quality status of the seed samples submitted to the Seed Testing Laboratories.
   

Importance of Seed Testing

1. The importance of seed testing was realized more than 100 years ago for assured planting values. The adulteration of vegetable seeds by stone dust which was packed in some parts of the world particularly in Europe.
2. Seed testing has been developed to aid agriculture to avoid some of the hazards of crop production by furnishing the needed information about different quality attributes viz., purity, moisture, germination, vigour and health.
3. Quality control of seed depends on the different seed testing protocols which determine the genuineness of the cultivar.
4. Testing of seed to evaluate the planting value and the authenticity of the certified lot.
5. Seed testing is required to assess the seed quality attributes of the seed lots which have to be offered for sale.
6. These quality attributes are seed moisture content, germination and vigour, physical and genetic purity, freedom from seed borne diseases and insect infestation. In India, seed testing is done mainly for moisture, germination and physical purity of seeds.
7. Standard seed testing procedures for the evaluation of the seeds were developed by ISTA. It is obligatory on the part of the seed analyst to follow rules prescribed by 1STA (1STA, 1985) if the seed is moving to the International trade.
8. The seed testing procedures which are described below are based mostly on the international rules because most of our rules (Chalam et al.. 1967) are based on, 1STA, 1996. Economic yield of a crop depends on the quality of seeds which can be evaluated by seed testing (1STA, 1996).
9. The testing of seed quality is carried out on seed samples drawn from seed lot to be used for cultivation. The quantity of seed sample taken for testing in laboratory is minute compared to that of seed lot it represents.
