Apply In-Person
- Visit your nearest Tehsildar’s office.
- An application form will be given to you, you also need a non-judicial stamp of Rs 2.
- Attach all the relevant documents as mentioned in the “Required Documents” section of this page.
- Submit the application form to the authorities.
- The form will be forwarded to the concerned authority.
- Within a day of application submission, the certificate will be issued, which you can collect from the tehsil office.
Apply Online
- To apply online, visit the official page of the Jharkhand government.
- Here is the link to the website: Registration link
- Under “Department of revenue registration”, click on “non-encumbrance certificate”.
- Click on “Click here to apply online”.
- You will be directed to a login page where you can log in using credentials.
- If you do not have an account follow these steps:
- Click on “New registration”.
- Enter details such as your name, email id and phone number.
- Click on “submit”.
- An OTP will be sent to your registered phone number and email ID.
- Enter the OTP when prompted, you will be registered as a user.
- Now go back to the login page and log in.
- You will see a link to apply for a non-encumbrance certificate, click on it.
- Fill the application form with all relevant details and attach the documents mention in the “required documents” section of this page.
- Click on “OK”
- You will receive confirmation of submission.
- You will receive the application in a day.
- You can also download the certificate by going to the e-Nibandhan portal.

- You will have to pay a small fee if you’re availing of service from this portal.
