Procedure

Apply In-Person:

1. An application for the “Interstate Workmen Registration of a Contractor” shall be made to the office of the designated registering officer (local labour officer) of the state to which the workman belongs (home state) and the state in which he/she is proposed to be employed (host state).
2. Go to the respective office.
3. Meet the respective authority at the office. The applicant shall get the advice from the authority to be followed to apply for this certificate.
4. Collect the application form from the concerned authority or write on a plain A4 sheet as advised.
5. Application form can be downloaded using the following link please use the “Application for Licence/Renewal of Licence under the CL(R&A) Act,“ from the application form list.
6. Complete the application form. Attach all the required documents as per our “Required Documents” section of this page. Also, include a crossed demand draft showing the payment of fees for this licence.
7. Please submit the application and documents (in 3 sets) to the designated receiving authority.
8. The application can also be sent by registered post to the respective office.
9. On receipt of the application, authorities will check the submitted application and document set. If all are in place, the application will be accepted.
10. Authorities will make entries about this application in the manual record or electronically using the computer.
11. An acknowledgement receipt will be issued for the submission of the application. The same will be sent as email and as “SMS” to the registered email ID and registered mobile number respectively. Please save it for future reference.
12. This application will be forwarded to the respective department for further processing.
13. Applicant will get update about the progress of his/her application through “SMS” in their registered mobile number. Applicants are advised to follow the department guidelines to get the certificate.
14. After scrutiny by the designated authority, short fall in the documentation if any will be intimated through “SMS” along with the date of inspection. Please follow department notification regularly.
15. The investigation (licensing) officer will conduct investigation of the mandatory documents and registers in respect of the application received. The officer will also inspect the premises for the purpose of determining whether such workman mentioned on the application is an interstate migrant workman.
16. The outcome of the investigation and inspection will be recorded as a report.
17. The Application along with the above said report will be forwarded to the concerned issuing authority.
18. If the application is found to be correct in all respect, the issuing authority will grant an “Interstate Workmen Licence for Contractor” with his/her seal and signature.
19. The status, viz. Approval or rejection if any will be conveyed to the applicant through an “SMS” or as per applicable norms.
20. The certificate, thus granted, shall be hand delivered or sent through post to the address mentioned while applying or delivered as per applicable norms.

Apply Online

1. Please use the following link to apply online link
2. In the given page, please click “Registration & License” menu.
3. A new page will be provided. Please go through the onscreen information and use the “Click Here to Register” button at the bottom to get the next page.
4. If you are a new user, then click “Sign Up” option provided in the top right corner to get the sign-up page. Please complete the prompts as applicable and click “SIGN UP” button to get authentication instruction.
5. As per the instruction, user shall access the mail sent for authentication. Please use the link sent to your mail ID to reach a welcome screen.
6. In the welcome screen, please use “Click Here” button to authenticate.
7. In the resulting page, please enter the captcha at the prompted space and click “Generate OTP” button to receive OTP in the registered mobile number.
8. Now enter the received OTP at the respective prompt and click “Verify OTP” button to get “Set User Id and Password” prompts. Please complete the given prompts as applicable and click “Submit” button.
9. A “Registration Successful” pop up will be provided. Please click “Ok” button to reach login page.
10. Please use the login credentials as applicable at the given space and click “LOGIN” button to log in.
11. A information prompt will be provided. Please use the close icon to close the pop-up.
12. Applicant will reach the dashboard.
13. Please use the “Registration for CLC” option provided under “Registration” on the left part of the screen to get the list of establishment and relevant details.
14. Now click “Apply for New Licence” button in the top right corner to get the next page.
15. Here, select “Contract Labour (Regulation and Abolition) Act” option under “List of Acts” and click the “Submit” button.
16. Applicant will get online application page as per selection.
17. Please complete the respective sections (Contractor Details | Establishment /P Details | Contract Work Details | Attachments) with applicable details as per page prompt as appropriate. Applicant shall use the “Next” button for each section to move on to successive sections.
18. Once reaching the “Attachments” section, please upload applicable documents as appropriate and click the “Save” button to submit the application online.
19. Applicant will reach the dashboard with the submitted licence application details. Please click the view icon “eye symbol” provided under “Actions” column.
20. Applicant will get the “Licensing Form Preview” page. Go through the details. Here, scroll down to the bottom to find “Go To Listing”, “Digital Signature” and “E-Sign” button.
21. Please select the applicable button to sign the registration form digitally.
22. Once the digital signing is complete, applicant will reach the dashboard. Please click the payment icon provided under “Actions” column to reach a page with payment details.
23. Please click the “Confirm” button to confirm the information and process the payment.
24. Once the payment is made, user shall download the acknowledgement and the same will be sent as email and as “SMS” to the registered email ID and registered mobile number respectively. Please save it for future reference.
25. This application will be forwarded to the respective department for further processing.

NOTE: Every application for the grant of a licence shall contain the particulars regarding the location of the establishment, the nature of process, operation or work for which interstate migrant workmen are to be employed and such other particulars as may be prescribed.

Eligibility

• A contractor who recruits/engages any interstate workmen in any establishment, situated in another state.
• Any contractor engages five (5) or more interstate migrant workers are eligible to apply.
• A registered firm in case of a firm is eligible for applying.
• Applicant should be a major.

Validity

Every licence granted is valid for the period specified therein and maybe renewed from time to time for such period and on payment of such fees and on such conditions as may be prescribed.

Instructions

• The interstate migrant workman will be entitled to a displacement allowance and a journey allowance in addition to his wages.
• The number of workmen employed as interstate migrant workman in the establishment shall not, on any day, exceed the mentioned numbers as per application.
• The fees paid for the grant of the licence shall be non-refundable.
• This Licence is non-transferable.
• The rates of wages payable to the workmen shall not be less than the rates prescribed for the schedule of employment under the “Minimum Wages Act”, where applicable, and where the rates have been fixed by agreement/ settlement or award, not less than the rates fixed.

Need for the Document

Every contractor who proposes to recruit or employ interstate migrant workmen will be required to obtain a licence from the specified authority both of the state to which the workman belongs (home state) and the state in which he/she is proposed to be employed (host state).
This licence is required to regulate the interstate migrant workmen welfare in terms of provision of suitable residential accommodation, adequate medical facilities, protective clothing to suit varying climatic conditions and suitable conditions of work.
