Procedure

Apply Online:

1. To obtain a contract labour license for contractors online, applicant has to visit the following link: link
2. To register yourself, click on the "Register New User" button.
3. Now enter all the mandatory details and click on the "SAVE" button.
4. Now a pop-up message will display. Please click on the "OK" button.
5. Go back to the login page and enter your login credentials and click on the "Submit" button.
6. After successful login, in the home page, please select the "APPLICATION FOR LICENSE" option.
7. Now choose contract labour license option from the list.
8. Now please follow the on-screen instructions to complete your application.
9. Pay the appropriate fee amount through the available payment options.
10. After submitting your application, please note down your application reference number to track your application status.
11. If the application is found to be correct in all respect then a Contract Labour License is issued to the applicant.
12. This certificate shall be hand delivered or you can download it from this portal as per applicable norms.
    
    

Apply In-Person:

1. Applicant shall apply with their respective labour office of the registering officer of the area in which the establishment sought to be registered is located.
2. Applicant must satisfy the criteria as listed in the eligibility section below.
3. Go to the respective office.

5. Consult with the designated authority. Obtain the application form or write on an A4 sheet as advised. Applicant shall get the information from the respective department website too.
6. Please use the following link to download application form: Form Link please use the form IV in page number 23.
7. Once the check list of information is ready, prepare all the requirements as guided. Complete the application form. Attach the required documents. Please refer our required document section.
8. Submit or post the completed application form along with required documents and prescribed fees as applicable to the designated authority.
9. Submitted application will be verified by the authorities. If all are in place, applicant will be provided with acknowledgement for the submitted application.
10. This application will be processed internally.
11. Applicant gets notification about the process through their registered mobile number.
12. Department authorities will verify the documents, Inspect the premises and clarify their queries.
13. If the application is found to be correct in all respect then a Contract Labour License is issued to the applicant.
14. This certificate shall be hand delivered or sent through post as per applicable norms.
    

Note:

• Make sure to keep the “First-Aid Facilities” in the premises during inspection.
• It is advised to submit additional set of copy of the documents and get counter signed for your safety while applying with government department.

Apply through Centres:

1. To apply through centres, the applicant has to visit the respective “CSC” centre. Please tap on the following link to locate the centre according to the respective district: link.
2. Make sure to have the documents that are listed under the “Required Documents” section of this page.
3. An application form can be obtained through the kiosk operator upon visiting the centre.
4. It is advised to take the documents in original to the kiosk for scanning purposes.
5. The operator will process the application online.
6. On successful submission, the applicant will receive an application number as acknowledgement.
7. Pay the fee as given in the “Fees” section of this page and collect the receipt.
8. After the application form is processed, an enquiry officer will make a thorough verification regarding the documents submitted along with the form.
9. Collect the acknowledgment slip after submitting the form.
10. Use the acknowledgment slip to get the certificate in a stipulated period of time.

• A copy of the Registered Partnership Deed (for a partnership firm/establishment).
• The original copies of the Treasury Challan depositing the requisite amount of fees as security and the license fees in the specified Head of Account in the Govt. treasury or through the "e-Payment" when it is notified and functioning as per norms.

Eligibility

• If the entrepreneur/applicant engages 20 or more contractual workers in the contractual work are eligible.
• An Individual or a firm shall apply
• Applicant should be a major
• Applicant should not be convicted (at any time during a period of five years immediately preceding the date of application)

Fees

• Security deposit as advised by authorities for each workman to be employed as contract labour shall be deposited.

Validity

• Every licence granted is valid for twelve months from the date it is granted.

Instructions

• The licence is non-transferable.
• The number of workmen employed as contract labour in the establishment shall not on any day, exceed the mentioned numbers as per application.
• The fees paid for the grant of the licence shall be non-refundable.
• The rates of wages payable to the workmen by the contractor shall not be less than the rates prescribed for the schedule of employment under the Minimum Wages Act, 1948, where applicable, and where the rates have been fixed by agreement/ settlement or award, not less than the rates fixed.

Need for the Document

• This license is required for the employment of contract labour in certain establishment.
• To every contractor who employs or who employed on any day of the preceding twelve months ten or more workmen then they need to get this license.
• In order to bid for the government work where the labour license is pre requisite, then the firm need to obtain this license.
