Apply In-Person

  1. To transfer ownership of a vehicle in Haryana the applicant has to approach the RTO office to which your area belongs to.
  2. Please follow our “Office Locations & Contacts” section of this page to get details of the RTO offices. Link for RTO contacts: Link for contact
  3. Application form can be downloaded using the following link: Application forms
  4. Make sure you have completed respective application
  5. Form 29, Form 30, Form 28 - In case of sale of vehicle. Link for Forms : form , form 29, form 30
  6. Form 31 - In case of death of the vehicle owner. Link for Form 31 : form 31
  7. Form 32 – In case of public auction.
  8. Make sure you have all the necessary documents to process the application
  9. The applicant should make sure they are eligible for transfer of ownership
  10. Application forms can also be obtained from the appropriate RTO offices
  11. Present the completed application forms as per the requisite in one of the counter and pay the appropriate fee where the officials would start processing your application.
  12. If the details and documents are in place then the authorities will process the application further
  13. Produce the vehicle for inspection authorities will inspect the vehicle
  14. After checking the application and vehicle for its correctness and other appropriate requirements the application will be processed to transfer the vehicle.

Apply Online - Haryana Transfer Vehicle Ownership Online with Images

  1. To transfer vehicle ownership, the applicant has to visit the official portal of the Ministry of Road Transport & Highways: Link to Portal
  2. In the homepage, please scroll down to “Informational Services” and click on the “more” button in the “Citizen Guide” tab.
  3. The applicant will be taken to the “Manual” page where all the available services will be listed.
  4. Please click on the name of the required service and click on “Step by Step procedure” from the drop down menu.
  5. The applicant will be taken to a new PDF page where the process for applying will be explained clearly.
  6. Please follow the steps to complete the application.



Apply through Centres:

  1. To Transfer Vehicle Ownership in Haryana, the applicant shall visit the nearest EDisha / Antyodaya Saral Kendra. #Find contacts to EDISHA / ANTYODAYA SARAL KENDRA centres in the Link provided: Link
  2. The applicant may also sign in through the web portal mentioned above and provide the required information for the process.
  3. Procure the application form from the concerned centre and fill it up with the necessary details required for making such an amendment.
  4. Make sure to attach all the "Required Documents" along with the application form before submission.
  5. Provide authorized signatory and photograph, wherever applicable.
  6. Now submit the application to the office of the concerned centre.
  7. On successful verification, the applicant will be notified by the edisha centre.

  1. Transfer of ownership in case of death of the registered owner
    • Application form 31: form 31
    • Legal heir certificate
    • Affidavit from other legal heir in acceptance of transferring the vehicle
  2. For transfer of ownership – In case of sales of vehicle
    • As a primary document applicant has to enclose…
    (a) A no objection certificate granted by the registering authority (or)
    (b) The receipt obtained from the registering authority (or)
    (c) The postal acknowledgement received from the registering authority where the application for no objection certificate has been sent by post.
    • An application for Issue of No Objection Certificate shall be made in Form 28 (in triplicate) to the Registration Authority by which the Vehicle was previously registered / transferred. by affixing Rs.3/- Non-Judicial Court Fee Stamp:

  3. For transfer of ownership – In case of purchase of vehicle at a public auction
    • Application form 32
    • The certificate or order confirming the sale of the vehicle in his favor duly signed by the person authorized to conduct the auction
  4. Apart from the above said Form and documents please enclose the following documents respectively to all the procedures
    • The certificate of registration
    • The certificate of insurance,
    • The certificate of pollution under control
    • PAN card in case of 4-wheeler
    • The appropriate fee as specified in rule 81.
    • 2 Photograph of the applicant with vehicle clearly showing number plate
    • Pollution under control certificate
    • Proof of address (any one of the following): Ration Card / Electoral Roll / LIC Policy
    • Pencil traced “Chassis Number” is the primary detail for applying
    • Aadhaar card
    • Passport size photo
    • No objection certificate from the Financier if the vehicle held with Hire Purchase
    • Valid Tax receipt

ValidityEdit


  • In case of non-transport vehicles like two wheelers and cars, the registration certificate is valid for 15 years from the date of first registration, and it is renewed after every five subsequent years.
  • In case of transport vehicles like goods and passenger carriers the registration certificate is valid till certificate of fitness is valid.

Every owner of Motor Vehicle shall cause the Vehicle to be Registered by a Registering Authority in whose Jurisdiction he/she has residence or place of business where the vehicle is normally kept.

Need for the DocumentEdit


  1. The transfer of ownership of a vehicle is to be applied in the concerned motor vehicle (RTO) office where the vehicle is registered.
  2. The transfer of ownership of vehicle is needed.
  3. In case of death of the registered owner, then the application is to be made by the legal heirs of the vehicle with the required set of documents.
  4. The sale of vehicle also requires transfer of vehicle ownership from seller
  5. Purpose is to establish clear ownership and to tax motorist or vehicle owners.

  • In case of vehicle registered outside the state, the transferor (seller) should report the fact of transfer within 45 days of the transfer to the concerned registering authority.
