ProcedureEdit

Apply through email

  1. The employer or the department which intends to recruit/promote/send an employee abroad for training or seminar shall apply with their previous employer (Previous employer shall apply to the respective Vigilance department) or to the Vigilance Department as applicable for vigilance clearance.
  2. As it was decided by Central Vigilance Commission to accept the application for such request through email, no hard copies will be accepted. So, please call up the contact number from the above contact link to find out the applying process as per current update.
  3. After consulting with the authority the application can be emailed as per the email ID obtained along with the required documents as per the “Required Documents” section.
  4. The mailed request will be processed internally.
  5. A report will be created after verifying the details.
  6. Based on the information and report, the Commission offers its comments whether anything adverse is available on its records against the candidate under consideration for empanelment / selection.
  7. This report will be mailed back electronically to the email ID as requested while applying.


Note:
  • In respect of officers serving in connection with the affairs of the Central government, the vigilance clearance will be obtained from the respective ministry. In all cases, the comments of the CVC will also be obtained.
  • While considering cases for grant of vigilance clearance for the purpose of empanelment of AIS [All-India Services] officers of a particular batch, the vigilance clearance will continue to be ascertained from the respective State government.

Vigilance clearance is to be obtained

  • For those who are recruited in the government sector which requires vigilance clearance
  • For extension of service
  • For Promotions to higher scales/posts
  • For the Postings including transfers to sensitive areas/departments
  • For those who are sent for training abroad including Seminars/Conferences
  • For those who are nominated for Awards including National and International Awards

  • Vigilance Clearance certificate is valid for a period of 3 months from the date of issue

Processing TimeEdit

  • The considered processing time for this certificate can be a period of three months in case of non-executives / six months in case of executives.

InstructionsEdit

  • Through an order, the Commission has asked the ministries and departments to send the proposals along with the required documents only on email, stating that no hard copies will be accepted with effect from November 1, 2020.
  • The following certificate from all applicants may be taken while recruiting. “I am not involved in any court/police/vigilance case and there is no restriction placed on me by any authority.”
  • Incomplete application will be rejected.
  • Avoid spelling mistakes while filling the application form.

Need for the DocumentEdit

  • The need for Vigilance clearance arises in cases of empanelment of any particular batch in respect of AIS officers and members of Central Civil Services / Central Civil posts, for appointment to Board level positions in Public Sector Enterprises and sensitive top posts viz., Chairperson / Members of CAT, National Green Tribunal, PESB, various autonomous and quasi-judicial bodies, etc.


Information which might helpEdit

  • In respect of those persons, who are already holding Board level positions and who have been recommended for higher Board level positions, the vigilance clearance may be ascertained, besides other sources, from the Central Vigilance Commission
  • Do not submit fake documents while applying for job.


Other uses of the Document/CertificateEdit

  • Vigilance clearance is required for a candidate while on new Recruitment, Extension of service, Promotions to higher scales/posts, etc..
  • In case of new recruitment, this need to be obtained from the previous employer so that cases registered against them, extent of their involvement in cases involving moral turpitude, integrity, etc., are known to the new management.
