Fire department of the respective state issues fire safety certificate after verifying and auditing the building's fire resistance and fire safety mechanism as stated by the Bureau of Indian Standards (BIS) and concerned state government respectively.
Apply In-Person:
- Applicant shall approach their area fire station to ascertain information for applying this certificate.
- Please use the contact numbers in our “office location and contacts” section to get local fire station details.
- Applicant need to submit written application duly signed by the business owner reflecting the nature of business, location and full postal address of the business establishment, telephone number/mobile number etc.
- Blue Print /Drawing of the Building Plan, showing the fire fighting system, as per requirement should be attached along with the application.
- Meanwhile a copy of Recommendation/Suggestion for implementation of Fire Safety Measures will be issued to the business owner who will be required to comply with the Recommendations / Suggestion
- Applicant can collect application form from fire stations.
- Once the application and other required documents are in place, please go to the Office of Deputy Director/designated authority (Fire Services) as advised to apply for this license.

- Applicant must submit the completed form obtained from fire station with required documents.
- Your application will be accepted with advised fee/charges as per authorities quote.
- The filled in application form may be given to the nearest Fire Station, or may also be sent directly to the Divisional Fire Officer, who is stationed at every District Head Quarters.
- A technical Officer from Department will fix the date for carrying out Fire Safety Audit/Inspection of the building/premises. This will be carried out within 10 days time from the date of receipt of the application.
- On completion of the first Inspection, Pay the appropriate fees as mentioned by the authorities to get Provisional NOC.
- Once construction is completed applicant has to resubmit the post construction documents to the designated authority.
- Technical Officer will re-inspect the building/premises
- On satisfaction of the Technical officer, recommendation for issuing of the Fire Safety Certificate will be submitted to the Head of the Department of Fire & Emergency Service.
- On the approval of the Head of the Department, Fire Safety Certificate will be issued to the business owner.
- Note: Grant or rejection of certificate depends on the department decision.

- To Obtain Fire Safety Certificate, the applicant needs to visit the Investor Facilitation Portal, Government of Gujarat using the below Link link
- If the applicant is new to Investor Facilitation Portal, the applicant has to click on new investor register button for registration.
- For registration, the applicant has to fill Name, Mobile number, Mail ID, Company name and Password. After providing details the applicant has to click on submit button.
- After registration, for login to the portal, the applicant has to click on ‘Login option from the home page.
- In the new page applicant have to provide, username, Password and Captcha. After login to the portal, applicant have selected “Fire NOC Permission” and provide all mandatory details for application.
- After providing details in the application, the applicant needs to upload all required documents.
- After uploading the documents applicant have to click on the submit button. Fire Officer receives the application and scrutinizes the attachments.
- Inspection of premises or buildings will be conducted by Chief Fire Officer or Designated Public Servant as per rules laid down in the Gujarat Fire Prevention and Life Safety Measures within prescribed days from the date of receipt of the application
- By inspection, recommendations for fire prevention and fire safety measures will be given within the prescribed time limit from the date of examination to the owner/occupier for basic implementation by him.
- The applicant (owner/occupier) needs to submit the completed report after implementation of fire prevention and fire safety measures and inspection.
- On receipt of the compliance report, Inspection of Fire Prevention & Fire safety Measures Suggestion will be carried out by the chief fire officer within prescribed days from the time of compliance report.
- Chief Fire Authority will approve and issue fire opinion and sent to the Nodal Officer. After verifying the inspection report furnished by the Chief fire authority, the Nodal officer will issue the Gujarat fire license or fire NOC.

- Details of Fire Safety measures undertaken in the building
- Two Copies of Site Plan of the Warehouse or Work Shop drawn to the scale of 1cm=1mtr.
- A statement showing the name and maximum quantity of hazardous substances to be stored or processed in the premises.
- Duly filled planning permission.
- No Objection Certificate (N.O.C.)
- The building plan must be in accordance with the information prescribed by the bye-laws of the state.
- Certified checklist by Architect.
- Building Stability certificate.
- Photograph of the established building.
- Building plan application form with the signatures of land owner and licensed survey or
- Registered document in the name of applicant.
- Certificate taken for 15 years (or) from the date of document executed
- Electrical Wiring - Quantity & Completion Certificate from recognized Authority
- Building Stability Certificate
- Photograph of Establishment Building taken from outside, with Signature of Owner and Date
- Other documents relating to title of the land.
- Aadhaar card of the applicant.
- On completion of construction:
- Applicant has to submit Implementation/Compliance Report, Declaration by Owner / Occupier of the building

- On basis of report collected after inspection, requested license fees amount has to be paid.
- The fees/charges details can be provided by the authorities
ValidityEdit
- This certificate expires in one year. Every year, the license should to be renewed.
- After fire safety preparedness with respect to private buildings and public buildings, the site will be inspected every six months

Fire safety certificate should be applied for hospitals, schools etc. Following are the some of the things that would be taken into consideration when providing the certificate.
- Height of the Building
- Type of Occupancies
- Type of Hazards
- Fire Licence / NOC is needed under the following circumstances
- To carry out businesses and trading activities, as listed under in the respective state Fire department Rules.
- To obtain Building Plan Approval from the respective department Authority for multi-storeyed buildings.
- The Government may by notification, require the owners or occupiers of any premises or class of premises, which in their opinion, are used for any purpose which is likely to cause a risk of fire to take such precautions as may be specified in such notification.
- Fire Service can take action to either detain or remove objectionable object or goods, which tend to cause risk by fire, if the owner / occupier fail to take action as per the notice given to him.

- Any person proposing to construct a high rise building or buildings of public congregation like Malls, schools, cinema halls, function halls, religious places should get Fire safety certificate from the Divisional Fire Officer/designated authority.
- People need to take preventive measures. It is the responsibility of Industrialists, owners and occupants of multi-storied buildings, commercial complexes, educational institutions, cracker manufacturers etc. Follow the fire safety norms to ensure safer society.
- Business premises more than 500 Sq. Meters in plot area or 6 meters and above in height shall apply for a fire safety Certificate.
- Fire safety certificate will be issued or renewed from the same place where application is received.
- NOTE : Establishments which meets the required parameters and running without fire license will have to face legal actions and penalty
