Apply In-Person:
- To Apply for Shipping Agent License, the applicant must approach the Directorate General of Shipping – link
Note: The applicant must click on nearby DG Shipping office in his/her region.
- An application form will be provided to the applicant by the concerned officer.
- The applicant must fill in all the necessary details in the application form. (Incomplete applications are not accepted)
- Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
- The applicant must attach photocopies of the required documents along with the application form while submitting it.
- Submit all the documents with the completed form to the concerned officer.
- The applicant must pay the prescribed fee as requested by the authority. The fee details are mentioned in “Fees” section of this page.
- After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
- All applications are processed within a reasonable time, having regard to the circumstances of each application, including the completeness of information and documents submitted to the authority by the applicant.
- The authority may seek additional information from an applicant if this is necessary to assess the application. The authority does not need to deal further with an application until the applicant has provided this additional information.
- After submitting the application, the authorities may conduct an inspection of the applicant’s office, facilities, and processes to ensure compliance with the necessary regulations. If everything is in order, they will grant the shipping agent license.
- This entire process can be completed within 30 – 90 days or as per the timeline advised by the respective department authority.

- Completed application form
- Proof of business registration
- Identity and address proofs of the company's directors/partners
- Memorandum of Association (MOA) and Articles of Association (AOA)
- Experience certificates and qualifications of the company's key personnel
- Bank Guarantee of Rs. 2 lacs for foreign vessel and *Rs. 50,000/- for Coastal Vessel (format enclosed) executed by any Mumbai based Branch of any Scheduled Bank (including Nationalised Banks) on a Rs. 100/- Non-Judicial Stamp paper on behalf of the applicant’s company in favour of the Board of Trustees of the Port of Mumbai covering period for minimum period of 36 months and maximum 48 months. Along with the Bank Guarantee and Authorisation letter (format enclosed) issued by the Bank should also be submitted.
- Insurance documents
- Notarised copy of Agency Agreement if any between the applicant’s company and any Foreign Shipping Company.
- Coastal License Certificate issued by Director General of Shipping in case of coastal vessel.
- Undertaking letter.
- NOC from the port authorities (if applicable)

EligibilityEdit
The eligibility criteria for applying for a shipping agent license in India are as follows:
- The applicant company incorporated in India.
- The applicant must have a valid trade license.
- The applicant must have a certificate of experience in shipping, if available.
- The applicant must have a bank statement showing his/her financial solvency.
- The applicant must have a clean criminal record.
