Apply Online
- To Apply for Satellite Services, the applicant must make the application online via the following link link
- If the applicant is an existing user, they can click “Login” and enter login id and password to login.
- If the applicant is a new user, the applicant must click “Registration” in the homepage and enter the required credentials and then login.
- After login, the applicant must click “Apply Now” on UL (Unified License) tab.
- Then the applicant must enter the details of company and click “next “button to go to next step.
- Payment is auto calculated as per the selection of service authorisations selected. This only displays the fee to be paid using online mode in Bharatkosh after the submit of application.
- Next the applicant must upload all the necessary documents that are mentioned in the “Required Documents” section of this page.
Note: All the document to be uploaded must be in “pdf format” and “digitally Signed”. The portal will automatically reject any document which is not digitally signed or in pdf format.
- Next follow the instructions and complete the rest of application by enter the details of owners and partners.
- Accept all terms and conditions by click on checkbox and save the form by clicking “save draft” button.
- Now next button is disabled as this is the final stage. The applicant can go to any previous stage using “previous” button and can do the changes.
- Now, validate & preview application form using “Validate & Preview Application Form” button. If any discrepancies in the form, then it will get reflected on the top of the page.
- After all this process form should be submitted using “submit” button.
- If no discrepancy then on the top right corner “validation successful message” gets displayed & the applicant will be redirected to the Payment screen.
- On Click of Pay Now Button, the applicant will be redirected to Bharatkosh Payment gateway. Please pay the payment as prescribed.
- On completion of successful payment, Download the application to PDF of the completed application and upload the digitally signed PDF application and click final submit of the application.
- After receipt of application and all documents, DOT officer will accept the application after verification. DOT officer will issue LOI after acceptance of application.
- Applicant will be notified about it by SMS on the applicant’s registered Mobile number, thereafter hr/she can download the LOI (Letter of Intent) from his/her dashboard by Logging in.
- After LOI issuance, Applicant will upload signed LOI, BG (Bank Guarantee) Details and will do online
- payment of Entry Fee through single form by clicking on link shown in their dashboard.
- Next the applicant has to select BG (Bank Guarantee) Type and enter BG details upload BG file. In case of UL application, BG Type will be performance and financial and in case of VNO application, only financial BG (Bank Guarantee).
- Next the applicant has to pay the Online Payment of Entry Fee by clicking on “Pay NOW” that will be redirected to Bharatkosh portal.
- After successful validation and submission of BG, Entry Fee and signed LOI, it will available for scrutiny at nodal side.
- Now these uploaded documents will be scrutinized by DoT and if any discrepancies are found then those documents will be reverted to the applicant for uploading them again. This is illustrated below, suppose his/her entry fee has some discrepancy then it will be reverted to the applicant and then he/she is supposed to upload it again.
- After successful scrutiny of bank guarantee and entry fee. Now application pending for Invitation acceptance.
- The applicant has click “final Submit” on Invitation Acceptance.
- After acceptance of Invitation, DoT will issue the applicant the License Certificate. He/she can download his/her License Certificate from his/her dashboard by clicking the “Download License Certificate”
- This entire process can be completed within 6 months or as per the timeline advised by the respective department authority.

EligibilityEdit
- The applicant organization must be an Indian company, registered under the Indian Companies Act 2013/ Government department/ Government organizations. The total composite foreign holding of the registered company shall be governed by Foreign Direct Investment (FDI) policy of the Government of India as announced by Department of Industrial Policy and Promotion from time to time.

Entry fee
- The entry fee for the license is Rs. Fifteen lakhs (15 lakhs) only and is nonrefundable/ non-adjustable.
License fee:
- The annual license fee for Captive VSAT CUG license is Rs. 10,000/- per annum per VSAT multiplied by total number of VSATs installed. Total No. of VSATs shall include all types of VSATs (receive only/transmit only/ receive & transmit both etc.). The M2M/loT devices, used in any architecture (including Direct-to-satellite or in aggregator mode), shall not be treated as VSAT for the purpose of levy of license fee.
- In case of the captive VSAT licensee, if an under-reporting of VSAT is detected, the license shall be terminated immediately and other appropriate penalty will be imposed.
Financial conditions:
- At the time of signing the license agreement a Financial Bank Guarantee (FBG) for Rs. 3 lakhs, valid for six months is to be submitted. Thereafter, the VSAT licensee shall submit a FBG, valid for one year, for an amount equivalent to the highest estimated sum payable for two quarters towards license fee. The amount of FBG shall be subject to periodical review by the Licensor.
ValidityEdit
- The Satellite Services license will be granted for a period of 20 years from the effective date extendable by 10 years at a time upon request of the licensee.
