This procedure explains various ways to Register to Vote in Zamboanga City.
Apply In-PersonEdit
- Go to an Electoral Registration Office (satellite registration office).
- State your name and exact address, specifying the house number, name of the street, area, district, purok or sitio, and barangay where you resides, or a brief description of your residence.
- Present any of the identification documents that bear your photograph and signature. Please see "Required Documents" for a list of acceptable identification documents.
- Your name will be verified by the Election Officer from the NLRDV upon establishing your identity. If your name is on the list, you will not be issued an application for registration but will be advised to apply for either of the following:
- transfer of registration record (if the name found active in the NLRDV but another district, city or municipality) or
- reactivation or transfer with reactivation of registration record (if the name is found deactivated in the NLRDV. If the name does not appear in NLRDV, the Election Officer will verify if the address you have given is located within the city or municipality, using a barangay precinct map. If you are not a resident, the Election Officer will advise you to proceed to the OEO of the city or municipality where you resides.
- If the address given is within the city or municipality, you will be informed by the Election Officer about the qualifications and disqualifications prescribed by law for a voter, the precinct where you belong and issue the application form in 3 copies.
- Accomplish the Application Form for Registration and submit the form to the Election Officer.
- Sign and thumbmarked the application form if the presence of an Election Officer.
- Your application form will be checked by the EO and will write down the application form number, return the form to you and direct you to the VRM Operator.
- Your application for registration information will be encoded and saved by the VRM Operator using the Voter Registration System (VRS).
- The VRM operator will affix his or her initial below the space provided for the EOs name and direct the applicant to submit his/her application to the EO.
- The EO will administer the oath, affix his or her signature, retain 3 copies and cut the bottom portion of one copy of the application form, indicate the date of Board hearing and give it to you to serve as Acknowledgment Receipt and proof of filing.

- Here's how you can register as voter online using COMELEC's iRehistro online facility. To open iRehistro click this - LINK.
- To begin your online registration click, "Online Application Form for Voter Registration for Local Applicants." For those who are currently based overseas select, "Online Application Form for Voter Registration for Overseas Applicants."
- The Online Accomplishment of Forms for Voter Registration page will open. For the application type, tick the "Registration" box.
- You are required to complete these following forms: Personal Information, Supplementary Data, Citizenship Details, and Residence / Address.
- After completing the iRehistro forms you are given an option to set up an appointment to visit the COMELEC office. Setting up an appointment is not compulsory but those with appointments are given priority over walk-in applicants. In case you would like to book an appointment simply select your preferred date and time using the Calendar. If you don't want to set an appointment it's okay just tick the "I don't want to set an Appointment" box.
- Review all the information that you have provided on the registration form. When you are done, download the completed form.
- To complete the registration process you will need to personally appear to COMELEC office for QR scanning and biometrics capture. Print the registration form (3 copies) and bring those with you when you visit the COMELEC office. Note: Do not sign the form yet. You must do it in front of the election officer.
- Also, don't forget to fill out the Coronavirus Self Declaration Form.
- Submit all the necessary forms and documents to the election officer.
- After review, the election officer will tell you to proceed to the biometrics capture area.
- Once you are done with the registration the election office will issue you an acknowledgement slip. There you can see your precint number. It's very important that you memorize your precint number.
Required DocumentsEdit
- Completed CEF-1 - Registration Form. Note: Do not sign the form yet. I must be signed and thumbmarked in the presence of the Election Officer (EO).
- Any of the identification Documents below:
- Employee's identification card (ID), with the signature of the employer or authorized representative;
- Postal ID ;
- PWD Discount ID;
- Student's ID or library card, signed by the school authority;
- Senior Citizen's ID;
- Driver's license;
- NBI clearance;
- Passport;
- SSS/GSIS ID;
- Integrated Bar of the Philippine (IBP) ID;
- License issued by the Professional Regulatory Commission (PRC);
- Certificate of Confirmation issued by the National Commission on Indigenous Peoples (NCIP) in case of members of ICCs or IPs; and
- Any other valid ID.
Notes:
- If you don't have a valid ID, you may ask someone to vouch for you and confirm your identity under oath. That person can be any of your relatives within the fourth civil degree of consanguinity or affinity. But that person must be a registered voter of the same precinct where you are trying to be registered in. For example: You just turned 18 and you do not possess any valid ID yet. You can ask your parents/aunt/uncle/grandparents (assuming you live in the same house) to declare under oath that they know you and confirm your personal details. Note: The COMELEC does not allow a registered voter or relative to identify more than three (3) applicants.
- Community Tax Certificates (cedula) and PNP clearance is not accepted as valid identification documents for purposes of registration.
- If you failed to establish your identity and you are not able to present any of the documents mentioned above, you will not be issued an application form, nor will the Election Officer accept your pre-accomplished application form.

EligibilityEdit
All must be complied with:
- Filipino citizen
- At least eighteen (18) years of age on or before May 9, 2022 National and Local Elections;
- A resident of the Philippines for at least one (1) year and in the place where you will be registering as a voter, for at least six (6) months immediately preceding the May 9, 2022 National and Local Elections.
- You may register as long you are not disqualified by law (see notes below).
You are disqualified to register if you are any of the following:
- A person who have been sentenced by final judgment to suffer imprisonment for not less than one (1) year, such disability not having been removed by plenary pardon or amnesty;
- A person who have been adjudged by final judgment by a competent court or tribunal of having committed a crime involving disloyalty to the duly-constituted government, such as, rebellion, insurrection, violation of the firearms laws, or any crime against national security unless restored to his/her full civil and political rights in accordance with law; and
- Insane or incompetent person as declared by competent authority unless subsequently declared by proper authority that such person is no longer insane or incompetent.
Note: Any person disqualified to register under paragraphs (1) and (2) above shall automatically reacquire the right to register and vote after the expiration of five (5) year service of sentence.

Notes:
- Forms must be printed back to back.
- Applicants need to fill out both the Registration Form (CEF-1) and the Coronavirus Self Declaration Form.
- If you are a person with disabilities, a senior citizen with disabilities or you belong to a group of indigenous people/Indigenous Cultural Communities you will also need to complete the Supplementary Data Form.

InstructionsEdit
- The applicant must personally appear before an Election Officer (EO).
- The Application Form has to be signed and thumbmarked in the presence of the Election Officer (EO).
- Satellite registration shall be conducted either in barangay halls, public or private schools, commercial establishments and other public places within the city or municipality to ensure wider voter participation. There shall be at least one (1) satellite registration for every barangay.
