This procedure explains various ways to Obtain a Marriage License in Zamboanga Peninsula.
It is said that marriage license is the most important legal document you need to secure when preparing for your wedding. You will not be allowed to have a church or civil wedding without this. If you are 18 years old or over, and are Philippine residents that want to prepare for your wedding, you firstly need to apply for the license at the local civil registrar office (LCRO) of the city, town, or municipality where either one of you habitually resides. Please follow the guide below to obtain your Marriage License:
- Prepare the requirements:
- The latest certified true copy of you and your partner’s PSA birth certificates (original + copy) or the latest original copy of baptismal (in case of no record of birth). Foreigners must prepare their birth certificates from their country of origin;
- Your notarized parental consents if you are from 18 to 21 years old. Your notarized parental advice if you are from 21 to 25 years old. Or your sworn statement if your parents refuse to provide the notarized parental advice. All forms are available at the LCRO;
- Your latest Certificate of No Marriage (CENOMAR) or Certificate of Singleness (original + copy);
- The Certificate of Attendance in a pre-marriage counselling, family planning, and responsible parenthood seminar (if applicable). Young couples (lower than 24 years old) are required by law to attend the pre-marriage seminar, and bypassing this seminar is grounds for annulment;
- Your valid ID (original + copy) that must show that one or both of you are resident of the city/town/municipality where you are applying for the marriage license;
- 2 of your recent ID pictures with white background;
- Your Community tax certificates or CEDULA;
- The Certificate of Finality of Annulment from the Court (1 original + 2 copy) and the Certificate of Registration from the Local Civil Registrar (1 original + 2 copy) if annulled;
- The Death Certificate of the deceased spouse if widowed;
- The Barangay Clearance (if required);
- The completed Marriage license application form (issued by the LCRO).
- The additional documents for Foreigners:
- The Certificate of Legal Capacity to Marry (Affidavit or Affirmation of Marital Status for British applicants) issued by the Consular Office/Embassy of the foreigner’s country;
- The Affidavit in Lieu of Certificate of Legal Capacity to Marry issued by US Embassy in Manila or US Embassy in Cebu (if you are a US citizen);
- The photocopy of passport that showed the date of arrival and data.
- The Certificate of Legal Capacity to Marry (Affidavit or Affirmation of Marital Status for British applicants) issued by the Consular Office/Embassy of the foreigner’s country;
- Apply for the Marriage License:
Both of you must visit a suitable Local Civil Registry Office (LCRO) Maps, your parents/guardians personally appear with their valid ID in case of did not have the notarized parental consent or notarized parental advice (i.e. Parents or guardians do not need to appear if you prepared the consent) . Follow officer’s guide to get the application form from the LCRO and both of you should complete this form together. Please submit the required documents with the duly accomplished application form. Pay the applicable fee and attend the pre-marriage counselling, family planning, and responsible parenthood seminar. Submit the certificate of attendance and return on the date indicated on the claim slip. Wait for 10 days before the Marriage license is released.

EligibilityEdit
Since 18 is the legal marrying age under Philippine laws, any party aged 18-21 needs parental consent, while those aged 21-25 need a written parental advice that expresses parents or guardians awareness of the intention to marry. If for any reason the child cannot get parental advice, they can still marry, but must wait 90 days for the marriage license to be issued. Some LCRs (Local Civil Registry) will make the parents appear in person to give the advice/consent, others will not require this.
