- A person or a partnership or a company proposing to transact or carry on business as a local recruitment agency in Uganda shall apply in writing to the Commissioner for Labour in the Ministry of gender and Labour and social Development for an operational Licence.
- The commissioner for labour shall issue an application form indicating the necessary requirements.
- Fill the form with your Tax identification Number TIN, include the following required information.
- the name and address of company/partnership.
- the proposed Local recruitment agency;
- the directors and shareholders, if it is a company;
- the partners, if it is a partnership;
- the nationality and occupation of the directors, shareholders or partners;
- the proposed location of the recruitment agency offices;
- a copy of the partnership deed or the memorandum and articles of association duly registered with the uganda Registration Services Bureau;
- documentary evidence to show the minimum authorized capital of 10 million shillings.
- After fill the form accurately before submitting.
- Attach all the necessary documents and go to the bank payment counter and pay a fee of five hundred thousand Uganda shillings and upon presentation of a bank guarantee and the required fees.
- Then submit the application.
- The commissioner for labour shall, in considering an application for a license, require to be satisfied as to:
- the financial status and history of the applicant;
- the competence and integrity of the proposed management;
- the adequacy of the applicant’s capital structure;
- whether the directors, shareholders or employees have a criminal record;
- The commissioner for Labour shall, within thirty working days after receipt of an application or if no additional information required or clarification, evaluate the pertinent documents, inspect the office premises of the applicant and prepare a detailed report for the application.
- If the Authorities are satisfied that the applicant complies with the requirements of the Regulations, Local recruitment permit shall be granted to the applicant.
Note:
The bank guarantee required by the Authority shall answer for all valid and legal claims arising from violations of the conditions for the grant and use of the license and to ensure compliance with the provisions of these Regulations or any other conditions that the Administration may lawfully impose.

- for an existing company, a verified financial statement, income tax returns for the preceding two years and an account showing a maintaining balance of not less than ten million Uganda shillings;
- certification from per-employment services of the Administration on the existence of new markets.
- Standard or master employment contract;
- Special power of attorney/service agreement;
- Manpower request from indicating skills, wages and the number of workers needed;
- Other documents which the Administration may find necessary.
- The employment contract (EC).

EligibilityEdit
- Ugandan citizens, partnerships or companies authorized and voting capital stock of which 51% is owned and controlled by Ugandan citizens.
- A minimum capitalization of Uganda Shillings ten million (USh10, 000,000/=) in case of a partnership and a minimum paid-up capital of Uganda. Shillings ten million (USh10,000,000/=) in case of a company; and
- Those not otherwise disqualified by law or other government regulations to engage in the recruitment and placement of Ugandan workers locally.

InstructionsEdit
- A person shall not transact business as a recruitment agency in Uganda without a valid Licence.
- A person shall not be granted a Licence to operate as a local recruitment agency unless it is a partnership registered under the Partnership Act of Uganda or a company incorporated under the Companies Act of Uganda.
- An agency shall not engage in any other business other than the business specified in its license.
- The license shall be valid for one years from the date of issue unless earlier revoked or suspended.
- A person shall not transfer the license to any person, partnership or company.
- Any person aggrieved by a decision of the Administration under the regulation may, within thirty days after being notified of the decision, apply to the Minister for review of the decision.

- to a partnership or company that has been blacklisted by the Internal Security Organization or the Administration as having a derogatory record;
- to a partnership whose partners or employees are suspected of or have been found guilty of carrying out illegal recruitment;
- to a company whose shareholders, directors or employees are suspected of or have been found guilty of carrying out illegal recruitment; and
- to a recruitment agency whose Licence has been previously revoked by the Administration for contravention of the Regulations of recruitments.
- The recruitment permit shall be subject to such 210 conditions as the Commissioner may require and may be revoked at any time for good cause.
