ProcedureEdit

  • A non-governmental organization (NGO) is a non-profit, voluntary citizens group that is organized on a local, national or international level.
  • All NGO’s must be registered by NGO Bureau Board in accordance with the NGO Act 2016.
  • All NGOs have to be registered with the Bureau.
  • All applications must be accompanied by a Criminal Clearance Certificate.

Apply In-Person

  1. The Board of directors of a NGO should carry out a meeting and take minutes authorizing the change of office bearers signed by both outgoing and incoming officials.
    • Minutes should be submitted within 14 days from the date of meeting.
    • Minutes should have an agenda of incorporation of new members if new members have been brought in the organization and were never in organization records.
    • Minutes should also indicate the process of bringing in new officials if it was through elections, expiry of term, disciplinary decision, resignation or death. You can also specify other reasons which are not indicated here.
    • The meeting for changes can either be Annual General Meeting or Special General Meeting depending on the reason for changes.
    • Minutes extracts or resolutions communicated in the absence of full minutes are not accepted.
  2. Visit the Non-Governmental Organizations Bureau Board offices to obtain application forms. These forms can also be downloaded online by visiting the NGO Bureau Website Link. These forms include:
    • Notification of Change of Office Bearers – Should be filled by both outgoing and incoming officials should be properly executed to avoid the changes not to be confirmed this should be registered with NGO Bureau.
    • NGO Registration Form – A which is to be filled and signed by incoming officials only, the particulars of the incoming official should be properly filled and legible.
  3. Submit the application forms, minutes and all required documents to the Non-Governmental Organizations Bureau Board.
  4. You should then proceed to pay the processing fees and summit the receipt to the Non-Governmental Organizations Bureau Board offices.
  5. The processing time is one day, thereafter the NGO’s contact person and the Outgoing Officials will be contacted by the NGO Bureau board and be notified about the updated changes.
  6. An organization that has made changes within its structure, address or in its governing document, shall notify the Bureau of the changes within thirty days from the date of change.

Note

  • At least one Ugandan MUST hold a substantive position i.e. chairperson or treasurer
  • In the formation of the board at least 1/3 of the board members MUST be Ugandan for foreign based NGOs

Required DocumentsEdit

  1. Dully filled Notification of Change of Office Bearers Notice by both outgoing and incoming.
  2. Dully NGO Registration Form - filled and signed by incoming officials.
  3. All applications must be accompanied by a Criminal Clearance Certificate. An equivalent of a certificate of good conduct in Uganda from the applicant’s Country of origin.
  4. Original minutes authorizing the change of office bearers signed by both outgoing and incoming officials.
  5. In case of death there should be a copy of the death certificate, Affidavit from the local Administration, Eulogy or copy of newspaper advertisement from any of the local dailies.
  6. 2 passport size photographs of the incoming officials on a white background.
  7. A copy of the ID/Passport of the incoming official(s).

A non-governmental organization which wants to change its officials.

FeesEdit

Processing fees is UGX 4,000 per letter to be issued.

ValidityEdit

The validity period is forever or until the organization decides to change the Officials again.

  • This application allows for a NGO to change its officials and bring in new officials. This change may due through elections, expiry of term, disciplinary decision, resignation or death.

  • The Non-Governmental Organizations Bureau Board is a State Corporation established by the Non-Governmental Organizations Act (Cap 22) of 2016. The Board has the responsibility of regulating and enabling the NGO sector in Uganda.
  • The Board is currently under the Ministry of Internal Affairs
  • At least one Ugandan MUST hold a substantive position i.e. chairperson or treasurer.
