Apply In-Person

1. Application for underground tank petroleum License is issued for the storage of petroleum spirit in underground tanks.Visit their website on the following link Link.
   • The Petroleum (Spirit) (Licensing, Testing and Possession) Rules states that, subject to these Rules, petroleum spirit shall not be kept unless a license is in force under the provisions of the Rules authorizing the keeping of the petroleum spirit in accordance with the conditions of the license.
2. Here you will be issued with an Application form for underground tank petroleum license issued for the storage of petroleum, fill and submit.
3. Fill in the required information properly and attach the required documents to the application before.
4. Submit the completed application form and pay the required application fee of Ugsh. 2,570,495 and submit the receipt as proof of payment.
5. This is followed by verification of underground storage tank by the Licensing officer from the licensing Authority.
6. Recommendations based in findings of the investigation will be made to the Ministry of energy and mineral development for the final approval.
7. At this point, the applicant is notified if the applicant has been successfully accepted to licensing authority or which rectifications have to be made in order for underground petroleum tank to be licensed.
8. Upon a successful approval, the applicant is notified and he/she will be required to pay the license fee to the licensing Authority and submit the receipt as proof of payment.
9. Once the licensing process is done and a licensing authority is satisfied from the plans, descriptions or other information furnished under the Rules that the manner of underground storage of the petroleum spirit proposed by an applicant for a license is safe and suitable,it may grant to the applicant a license of the kind applied for.

• Duly filled application form is required to process this license
• A Licensed for container storage of petroleum spirit should be in place before a license is issued.
• Location where container petroleum storage is Located should indicated .
• Proof of payment of container petroleum storage fees is required in order to process for this license.
• Any other requirements that may be prescribed by the licensing authority from time to time

Eligibility

• Any applicant for any of the underground petroleum tank operating licenses above shall be a body corporate.
• A company that has been registered in Uganda for storage of petroleum spirit underground.

Fees

• The License fee to be paid for underground Tank petroleum license is USh. 2,570,495

Validity

• The license is Valid for period of one year

Instructions

• All applicants who wish to store petroleum in underground tank must register with Ministry of Energy and Mineral Development,and be familiar with the rules relating to underground storage of petroleum spirit in Uganda

Required Information

• Name, address and nationality of the applicant. (If body corporate, provide the corporate name, registered office address and place of incorporation).
• Tax Identification Number /VAT Registration Certificate.
• Corporate status of ownership (sole proprietorship, partnership, unincorporated business, incorporated private/public company, association or a co-operative)
• If the body corporate is incorporated outside Uganda, proof of establishment of the place of business in Uganda and registration as a foreign company in accord.
• Proposed location of project (District, county, sub county, parish and village)
• Size of Plot (in Hectares) on which the facility is to be constructed.
• Expected date of commencement of construction.
• Estimated date of completion of the project.
• Name,address and qualifications of the potential principle contractors and supervisors to be employed for the project or company to undertake the construction/modification.
• Proof or commitment of insurance for protection against third party liability,and other construction liabilities.
• Description of the project and amount of investment capital, supported by a Bank Reference Letter.
• Description of safety programmes, equipment and plans for protection of occupation health, industrial safety and environment during regular construction operation as well as contingency plans for accidents, natural disasters and emergencies.
• Any other additional information considered relevant to this application

Need for the Document

• This document authorize a person to store the petroleum spirit in underground tanks in accordance with the conditions of the license.
• A person shall not store petroleum spirit in underground unless with permission from the commissioner for petroleum

Information which might help

The licensing authority empowered to grant licenses under the provisions of the Rules shall be:

• in the case of licensed premises in a municipality, the municipal council)
• in the case of licensed premises in a town, the town council; and
• In any other case, the administration of a district.
• Every license shall come into force on the date of issue or renewal specified in it and shall expire, unless earlier revoked under these Rules, on the 31st December next following the date so specified.
• Every license shall be in the form contained in the Third Schedule to the Rules and shall, in the case of an underground tank license, be subject to the conditions contained in the Fifth Schedule to the Rules.
• The Rules states that, in respect of every license granted or renewed under these Rules,a fee shall be paid to the licensing authority in accordance with the scale set out in the Sixth Schedule to the Rules
