ProcedureEdit

  • Transporters Goods License (TGL) is a License issued for aVehicle/Vessel carrying transit Goods.
  • The customs department is mandated to issue Licenses for Vehicles/Vessels carrying Customs goods
  • The process for application and Issuance of these licenses has been automated, and shall be made online as outlined below.

Apply online:
Step 1
Login into the system

  • The applicant has to access Uganda Revenue Authority web portal through Uganda electronic Single window web portal Electronic single window The system can be accessible through Uganda electronic Single window web portal ,where you will see a link to the transporters application portal, alternatively you can type transporters.User will now be referred to the transporters License application portal.
  • Enter user id (TIN) and password and click login using the following Link login link
  • The user will be required to login or first create account before login. Old users will simply log into the transporters portal while new users will have to create an account first.
  • Users can decide to use their TINs as their usernames and then create new password.
  • Here you will see a link to the transporters application portal,alternatively you can type Uganda revenue Authority look for transport portal.

Step 2

  • Alternatively you can type transporters portal. User will now be referred to the transporters License application portal.
  • login and create an account Using the following link Transport portal login.
  • After creating an account open and clicking on Register.System will then open a registration page for user to input personal information and create an account.
  • User will be required to fill in the required information and then after click on the submit button

Step 3
After submission,user should login into the transporters portal and begin making application for TGL.

  • To apply for TGL, user clicks on Application form.
  • System will now take user to application page so that he/she begins to fill the application form.

Step 4
To access the new application form,the applicant should click on Create application.
Step 5
New application form will open for user to start filling.

  • If it’s a new application, select new, and renewal for old applications
  • The system will automatically fill the application number
  • User should select the year in which they want they want the license
  • Office of application is the customs office that will be handling this particular application. User has an opportunity to select any office of his/her choice.
  • Preferred inspection location is the location in customs office where applicant wants his/her vehicle to be inspected. For example W008 for UGKLA
  • Registration country is country where Motor vehicle was registered
  • Agency code is Uganda Revenue Authority
  • User clicks next, to continue filling application. System will take user to Vehicle owner details page
  • Field for owner TIN is optional. User fills TIN details. It does not have to be a Ugandan TIN
  • After filling vehicle owner details, user clicks next to fill the Applicant or representative details
  • User clicks next to fill the Vehicle Registration Details
  • Engine number is optional, just in case vehicle is a trailer
  • Applicant continues to fill all fields and then submit application by clicking on submit icon.

Step 6
User ticks the declaration box to confirm that the submitted details are true and correct

  • System will notify user that form has been submitted successfully
  • At this stage, application will be submitted to Asycuda, pending inspection and payment.

Step 7

  • Assignment of Inspectors
  • A transporters License binder has been created in Asycuda World.Before inspection can be done in the system, there is need to create inspectors and chief inspectors in the system so that the system is able to assign to them inspection tasks.
  • To create inspectors, authorized user clicks on uesw binder, configuration transporters License, Inspection Officers.
  • To add chief inspectors, authorized user clicks on Transport license chief inspectors.
  • To assign inspectors, user logs into Asycud world system, and clicks on uesw binder, Transporters License, Inspection, License, right clicks find.
  • User searches for the application, using the different search criteria and clicks and then retrieves.

Step 8
Clicks on the Inspitem tab, in order to select inspector. System will open new page, and user will be able to select inspector from the available list in the drop down.
Step 9
Click on assign icon to complete task.

  • System will assign application to selected inspector.

Step 10
The Transporter will deliver physical motor vehicle for inspection to the Customs Location, which they selected on the application.

  • Inspector will examine vehicle to confirm that it’s in good condition and that Motor vehicle details on application tally with physical vehicle, and then add inspection comments. In case everything is ok, officer will click on inspection passed icon, and system will update status of application to inspected.
  • After inspection, application will be ready for approval. The approving officer will click on Transporters, Inspection, and License, right click find, and retrieve.
  • The System will open application and user will be able to view the motor vehicle details as well as inspection results.
  • If application is ok, approving officer will approve application by clicking on the approve icon which is the green tick. Otherwise he/she can query or reject application

Step 11
Payment and License issued After approval, application will be ready for payment.

  • Transporter logs into Single Window transporters module, using their already created username and password, application.
  • The payment icon will be available on application which has been approved
  • The payment slip will be generated after clicking on the payment icon, transporter will make payments and system will automatically issue license after payment.
  • The applicant can also login to the system (transport web portal)and print out the License.
