Visit the concerned authority.
Fill the application form with the complete information.
Submit all the necessary documents.
Take the necessary tests.(physical test, theory test, or practical test)
Pay the prescribed fee.

Original and copy of the passport with non-immigrant visa
Original present resident address in Thailand (certified from embassy or immigration bureau) OR
Original and copy of the work permit

There is a fee of 505 Baht and 100 Baht for the plastic smart card. In case of change of information, additional 50 Baht must be settled.

You'll have to take the theory test if the driving license is expired for more than one year.
You'll have to take both the theory and practical test if the license is expired for more than three years.
