How to apply

Contact your District secretary (Dis Sec) to obtain an application to request a license to possess a firearm. You have to submit the application to the Dis Sec with the required documentation, including but not limited to, following.
  • Grama Niladhari Report.
  • Police Report.
  • Recommendation from the Divisional Secretary.
  1. Once you submit these along with the application to the Dis Sec, the District Secretary will attach their recommendation or disapproval letter, and forward the application the Ministry of Defense (MoD).
  2. The MoD will consider your application and would almost certainly reject it, unless you make absolutely strong arguments on why you should be allowed to bear a fire arm.
  3. If the MoD decides to issue you a license to bear fire arms, they will decide which kind of firearm suites your case, they will sell to you a model of firearm they decide to sell you. You cannot buy firearms anywhere in Sri Lanka.
  4. Once you get your hands on your firearm, you are not allowed to shoot it unless absolutely necessary. You have to report every single bullet or shot #ired by you.
  5. They also permit you to possess a given number of bullets or shots. You can only re-obtain these from a licensed ammunition seller, who is bound by law only to issue ammunition amount similar to the amount of cartridges or shells returned to them.

EligibilityEdit

  • Citizen of Sri Lanka
  • Must have a valid reason and able to justify their need to obtain a Gun License
  1. Issue of license for firearms for the purpose of crop protection.
  2. Issue of licenses for firearms for the purpose of self - defence and the protection of property.
  3. Issue of license’s for firearms for the purpose of Sports.
  4. Issue of license’s for firearms for Private Security Agencies & the Public Institutions.
  5. Issues of license’s for state-owned firearms for Parliamentarians.

Individuals who are NOT eligible to possess a gun:

  • old people
  • those who are medically unfit
  • minors

  1. Name and address of the Applicant.
  2. The Number and the description of the gun for which the license is desired. Viz. type, maker’s name, and the number on the barrel.
  3. If required should produce such gun before the licensing authority for inspection.
  4. .The licensing authority should be satisfied that the applicant has the necessary skills to use such gun

Application Form

  • Application (DOP AG1) for the Possession of Fire Arms.
  • No person shall have in his custody, or possess or use any gun unless he has a license for the same, as per Section 22 of the firearms ordinance.
  • To obtain a gun license, an application should be made in writing in terms of section 23 of the firearms ordinance to the licensing authority on the prescribed form.

It should include the following:
  1. Name and address of the Applicant.
  2. The Number and the description of the gun for which the license is desired. Viz. type, maker’s name, and the number on the barrel.
  3. If required should produce such gun before the licensing authority for inspection.
  4. The licensing authority should be satisfied that the applicant has the necessary skills to use such gun

Other uses of the Document/CertificateEdit

OthersEdit

  1. The Secretary may, by notice served upon the holder thereof, withdraw any license or permit issued under this Ordinance—
    • when the holder of such license or permit is convicted of any offence under this Ordinance, or under the Fauna and Flora Protection Ordinance in respect of the commission of which a gun was used, or under any of the sections of the Penal Code enumerated in Schedule B; or
    • when (for reasons to be recorded by him in writing) the Secretary deems it necessary for the security of the public peace to withdraw such license or permit; or
    • if the Secretary is satisfied that the possession and use of a gun by the holder of the license or permit is not necessary for the purpose for which he required the gun at the time of the issue or last renewal; or
    • if the Secretary is satisfied that the possession and use of the gun by such holder is dangerous to the life or property of any other person or persons.
  2. The decision of the Secretary shall be final and conclusive. Secretary's decision final.
