Procedure

Apply In-Person (Via Fisheries Department, Government of India)

1. Applicants must visit the offices or sub-offices of the Director/Assistant Director, Department of Fisheries in your respective districts to apply for a “Subsidy for Purchase of Fishing Net”. Contact Link
2. Collect the application form for “Subsidy for Purchase of Fishing Net” from the office of fisheries.
3. Also, collect the self-declaration certificate from the office of fisheries.

6. Now complete the form, and the self-declaration certificate with the necessary information and make sure you have all the documents in hand that are listed under the “Required Documents” section of this page.
7. Attach the documents mentioned in the “Required Documents” section below with the completed application form.
8. The verification officer after validating the application form and the documents will provide you with an acknowledgement/receiving slip.
9. Collect the acknowledgement/receiving slip and keep it safe for future reference.
10. The application will be processed further internally by the concerned authorities.
11. If the verification authority is satisfied with the application form and the documents submitted then the subsidy will be processed.
12. Once it is processed, the amount will be credited into the bank account that is provided in the application form.

2. Collect the application form for “Subsidy for Purchase of Fishing Net” from the office of fisheries.
3. Also, collect the self-declaration certificate from the office of fisheries.

Required Documents

• Application Form for “Subsidy for Purchase of Fishing Net”.
• Self Declaration/ Affidavit.
• ID Proofs such as Aadhaar card/ Voter ID card/ PAN Card/ Driving License/ Ration Card etc of all Fisherman/Fisherwoman employed by the Owner(s) for the Vessel.
• Copy of Aadhaar is compulsory for all Fisherman/Fisherwoman.
• Copy of Biometric cards/ Fishermen/Fisherwomen License issued by the Department of Fisheries, Government of India.
• Copy of Income Certificate of the Fishermen/Fisherwomen.
• Proof of Bank details of Fishermen for transfer of Subsidies and Benefits from the Department of Fisheries.
• Copy of the membership certificate given by the respective fisheries/fishermen cooperative society of which the fishermen/fisherwomen is a member.
• ID Proof such as Aadhaar card/ Voter ID card/ PAN Card/ Driving License/ Ration Card etc for each nominee appointed Fisherman/Fisherwoman along with their bank account details.
• Passport Photographs of all Fishermen/Fisherwomen.
• Copy of fishermen/Fisherwomen caste certificate.

Eligibility

Below mentioned are the eligibility criteria for obtaining subsidy for Gill Nets with accessories:

• The fishermen/fisherwomen should have registered fishing canoe.
• The fishermen/fisherwomen should not or any of his/her households should not be defaulter with the Directorate of Fisheries.
• The original VAT bill may be submitted by the fishermen/fisherwomen from an authorized dealer to claim the subsidy.
• The fishermen/fisherwomen shall not sell, lease and transfer the Gill Net for a period of five years from the dated of purchase of first Gill Net.
• The fishing net shall be duly registered with Directorate of Fisheries.

Below mentioned are the eligibility criteria for obtaining subsidy for Single Nets/ Small Rampon Nets with accessories:

• The Fishermen/Fisherwomen must belong to OBC (Kharvi) Community having valid Caste Certificate issued by the competent Authority.
• The Fishermen/Fisherwomen should be a resident of Goa having a valid resident certificate issued by the competent Authority.
• The grandfather/grandmother of the Fishermen/Fisherwomen should be a resident of Goa.
• The Fishermen/Fisherwomen shall not own a registered fishing canoe or fishing trawler.
• The Fishermen/Fisherwomen must not have availed the benefits in the last five years.
• No other family member of the Fishermen/Fisherwomen has availed the benefit under this scheme in the last five years.

Fees

• No application fee is charged to apply for a subsidy for the purchase of fishing nets.

Validity

• The subsidy provided to the fishermen/fisherwomen to purchase the fishing nets has no validity period as such. However, they are expected to buy the fishing nets as soon as the amount is credited into their bank account.

Instructions

• Before applying for the subsidy for purchasing fishing nets, the fishermen/fisherwomen must have a valid license or Biometric ID cards issued by the Department of Fisheries, Government of India.
• The fishermen/fisherwomen must not have obtained any subsidy for purchasing of the fishing net before.
• The fishermen/fisherwomen must continue fishing for at least 3 years after obtaining the subsidy.
• The fishermen/fisherwomen must report to the government from time to time for 3 years to prove that he/she is still working as a fishermen/fisherwomen whenever asked after obtaining the subsidy.
• In case the fishermen/fisherwomen fail to continue fishing for at least 3 years after obtaining the subsidy then the whole amount along with the interest must be paid back to the government.
• The fishermen/fisherwomen are required to maintain a separate bank account for the subsidy.
• The Director of Fisheries has all the right to check from time to time if the subsidy is used for the purpose it is granted for.

• Permanent address of the fishermen/fisherwomen.
• Correspondent address of the fishermen/fisherwomen.
• Date of birth of the fishermen/fisherwomen.
• Age of the fishermen/fisherwomen.
• Whether the fishermen/fisherwomen belong to the SC/ST category.
• Name of the Cooperative Society/Trust the fishermen/fisherwomen is a member (if applicable).
• Details of any pond owned (on the lease or own land) by the fishermen/fisherwomen (if applicable).
• Details about whether the fishermen/fisherwomen are trained or not.
• Name of any two people of the locality whom the fishermen/fisherwomen know.
• Name of the nominee appointed by fishermen/fisherwomen.
• Permanent address of the nominee appointed by the fishermen/fisherwomen.
• Correspondent address of the nominee appointed by the fishermen/fisherwomen.
• Aadhaar card number of the fishermen/fisherwomen.
• Bank Account details of the fishermen/fisherwomen.
• Bank Account details of the nominee appointed by the fishermen/fisherwomen.
• Fishermen/Fisherwomen License Number.
• Fishing vessel or craft registration number in which the fishermen/fisherwomen is employed.
• Fishing vessel or craft License number in which the fishermen/fisherwomen will implement the net.
• Name of the Fishing vessel or craft in which the fishermen/fisherwomen will implement the net.
• Name of the owner of the Fishing vessel or craft in which the fishermen/fisherwomen will implement the net.
• Details of base port for both east and west coast.

Need for the Document

• The Government of India provides subsidies to the economically weaker section of the fishermen/fisherwomen community for purchasing the fishing nets as financial assistance.

Information which might help

• The government of Goa allows a fisherwomen/fisherman to obtain the subsidy for single nets/ small rampon nets with accessories for every five years. However, only one member of the household is allowed avail the benefit under this scheme.
• For all other nets at present, the subsidy for purchase of fishing nets is given only once to the fishermen/fisherwomen. However, if there are lesser applications, the subsidy may be provided to the fishermen/fisherwomen who have not applied for it in the last 3 years.
• The centrally sponsored scheme on development of Inland Fisheries and Aquaculture provides 20% subsidy for gears (which includes nets) costing INR 15000 or INR 3000 whichever is less.
• The Goa state government provides a 50% subsidy limited to INR 30,000 for General category and 50% subsidy limited to INR 40,000 for SC/ST category for the purchase of Gill Nets with accessories.
• The Goa state government provides a 50% subsidy limited to INR 50,000 for the purchase of single nets/ small rampon nets with accessories.
